CITY OF TACOMA CTR PILOT CTR Board WSDOT Headquarters May 30, 2014

The Fundamentals Three elements of the Plan 1. Downtown exclusively (took quite some time to meet with employers outside downtown to explain) 2. Residential Outreach (for the first time in Tacoma) 3. Short trips within downtown (will be a focus next year) Partnership with Downtown On the Go – would not be possible or fun without them. CTR Survey continues in it’s current form.

What we’ve learned Downtown Focus Businesses outside of downtown are willing to maintain the program but not to do the survey Those recalcitrant employers still are, those great employers still are Would not have been possible without CMAQ funding through Pierce County, local sponsorship Potential new TDM funding will be a godsend for future work

Downtown data

Stadium In Motion Modeled after King County In Motion program Working with Alta Planning Kicks off in June Mailing to just under 1,500 households Participant survey included Pierce Transit is providing a free bus pass Programmatic Elements No trip logging A bike ride on new facilities A walk to the park A bus ride to the zoo

Stadium District Most dense residential neighborhood in the county Part of downtown Access to all modes Access to amenities Stadium Business District supports program Stadium Fare provides outreach venue

Live Downtown program Employees are encouraged to live close to work through homeownership or rental incentives. Downtown On the Go convenes the partners and works through employers to offer the benefits to employees. Three lending partners, three realtors, six rental properties.

Transportation and Housing The “golden ticket” to commute trip reduction The closer you are to work: the more transportation options you have the less sick days you take the happier you are the more invested you are in your community Feet on the street support our local businesses A thriving downtown is one that people want to live in A thriving downtown is one that businesses want to locate in

Why participate? Employer motives Save money through parking and health care costs Retention & recruitment Revitalization Community relations Sustainability goals Employee motives Decreased transportation costs Decreased time spent commuting Increased physical activity Impact on downtown community Access to downtown amenities Strengthened financial stability

Live Downtown Outcomes (so far) 23 participating businesses 3 CTR-affected businesses 2,300 employees 8 new downtown residents (all rental) 6 new downtown walk commuters Lots of new marketing opportunities 20 business partners

Future Plans Focus on short “at work” trips Tacoma Link, Walking, Biking Focus on Regional Connections Pierce Transit to Sound Transit to Intercity Transit Trails system Greater focus on Live Downtown

Thoughts so far Original alternate plan still makes sense Takes time and focus Could not do it without partnerships and additional funding Flexibility allows us to focus on the good stuff Flexibility allows us to leverage infrastructure updates Too early to tell results but In Motion and Live Downtown programs have been well received by leadership
