5 STRATEGIES & TACTICS TO ACCOMPLISH GOAL

6 # 1. INCREASE OVERALL NEW MEMBERSHIP ACQUISITION EFFORTS

7 Suggested Tactics Include: Increase national direct marketing efforts – mail, email and phone --campaigns in 2012 National to solicit and negotiate with a select group of FEHB Plan Reps, Employee Associations and Coalition Partners to secure additional prospect mailing lists

8 Suggested Tactics Include: Create a National Database accessible by National, Federation and Chapters to facilitate the sharing of prospective and member information Significantly increase the promotion of NARFE self-development/educational resources that are available for members who wish to better prepare themselves for critical retirement decisions, and to instill a greater sense of membership VALUE

9 #2. UTILIZE NATIONAL OFFICE RESOURCES TO IDENTIFY, ESTABLISH, & CULTIVATE PARTNERSHIPS WITH ALL FEDERAL AGENCY HEADQUARTERS, FEDERAL EMPLOYEE ASSOCIATIONS & ORGANIZATIONS

10 Suggested Tactics Include Suggested Tactics Include: FOR NATIONAL A full-time staff member at National HQ will oversee this process TARGETING FEDERAL AGENCIES: Create a plan to establish on-going relationships with federal agencies to facilitate more readily available “open door” policies for membership recruitment at the national level, as well at the local grass roots levels

11 Suggested Tactics Include: Establish “WHO DO YOU KNOW” campaign asking current members and AFEs to supply names and contact info to National to help reach the folks at other agencies who can “open the doors” TARGETING ASSOCIATIONS: Establish on-going partnerships with federal employee/professional associations which share similar agendas as NARFE’s -- i.e. in addition to the coalition partners and associations (list of 40 – see attached handout)

12 #3. OFFER RECRUITMENT MATERIALS TO USE AT FEDERATION/CHAPTER LEVELS & TO SERVE AS TUTORIALS FOR NARFE RECRUITERS & MEMBERS

13 Suggested Tactics Include: Create Membership Recruitment “Tool Kit” to be used for recruiters at the Federation/Chapter levels Review, update & revise New AFE Chapter Kits to include AFE guidance, information and procedures

14 Suggested Tactics Include: Produce “Train the Trainer (Recruiter DVD)” (With emphasis on the Value of NARFE, & “Protect America’s Heartbeat” theme) Design classroom membership training sessions which would include “Train the Trainer” & the DVD to be conducted at the National/Federation Conventions

15 # 4. DEVELOP AN EDUCATIONAL/ INFORMATION MESSAGE PACKAGE TO HELP MEMBERS MARKET NARFE LOCALLY

16 Suggested Tactics Include: Provide information, support, and assistance to Federations to increase local NARFE presence at state conventions, legislative conferences, and trade shows of national associations and other events, in particular by creating “Booth Kits” to assist in set up As the rules, requirements, and restrictions on forming e- Chapters evolve, National will work with Federations to create additional e-chapters

17 Suggested Tactics Include: Routinely create Press Releases & Letters to the Editor regarding “Protect America’s Heartbeat" that can be shared with the media outlets and other organizations at the Federation/Chapter levels

18 Additional Suggested Tactics to Achieve Goals Include:

19 Restructure NARFE dues to establish a 3-month free introductory membership with the secondary goal of creating a database of potential members Actively recruit member spouses and domestic/civil partners/others at reduced dues rates. Allow domestic/civil partners/others as members which might be as simple as putting a box on the application that could be checked as “other”

20 Add new incentive rates for new active employees enrollees for a period of 1-3 or more years Discount renewal rates for surviving spouses and domestic/civil partners/others Add dues withholding option on the application (in progress) Offer New Member dues discount for 1 st year
