5 Conclusions of the meeting  Support to the inclusion of the flexibility mechanisms for the countries in transition into the revised HM and POPs Protocols.  In general the consolidated position was supported on introducing a 5-year transition period for reporting within the Convention during which the reporting on emissions can be limited to large point sources by the request of each country.

6  Support the preparation and implementation of the project proposed by the Russian Federation on assistance to EECCA countries in harmonization of national emission assessment systems with the system used within CLRTAP;  The participants noted that work of the countries- members of the Coordinating group on considering the Protocols is complicated by absence of the documents translated into the Russian language.

8 Reporting Requirements Parties to the Convention are invited to report... Protocols are legally binding The EMEP programme – 3 main elements: (1) collection of emissions data, (2) measurements of air and precipitation quality and (3) modelling of atmospheric transport and deposition of air pollutions.
