8 Guide to Examining Safe Harbor: Questions to Ask 1.Did the school meet the Writing criterion? 2.Was there 95% participation in each subgroup and whole school? 3.Did the school meet the graduation rate criterion? 4.Are there at least 100 tested in each subgroup? If , does it represent 15% of the total tested? Are there less than 30? 5.Did the school receive a D or F grade? 6.Was there a 10% reduction in the % of students who were non-proficient in the previous year?
