Many factors that public sector faced, so public sector must change to exist. So that why the reason for public sector to improve quality standard. Activity : advice or suggest consult to clients on “How to do BFC?” The Government Organization Restructure Act (in 2002) The State Administration Act Volume 5 of 2002 : Section 3/1 Performance Agreement 20 Ministries 75 Provinces BFC  OPDC ’s Officer : Desk Officer & Area Officers  Government Agencies Results : BFC : Plan to improve efficiency of government agencies.

3 Client Issues and Problems 1. The public sector want to improve quality standard For many factors faced from globalization. 2. Since public administration reform, take New Public Management in developing public sector. Modern technique such as BFC, is provided to operation for government officials. 3. BFC is in the part of performance agreement

4 Project Objectives, Scope and Deliverables Objectives 1) advice or suggest consult on “How to do BFC?” to clients 2) Increase government agency’s efficiency. 3) Increase citizen ’ s satisfaction. 1)Target group BFC Scope Deliverables  Internal clients Desk Officer & Area Officers : 40 OPDC’s Officer who has role and responsibility in ministry, departments and provinces.  External clients Government Agencies : all 20 ministries or 155 departments and 75 provinces. to concern on the benefit of BFC and request for their supporting. 2)Timeline Fiscal year 2005-2006 The first deliverables

5 Analysis, Findings and Conclusions (a) Difference clients need to be difference treated. Quality of BFC depend on 3 factors : Timeline Staff Rotation Human’s knowledge and skill. Sometimes gave advise on someone who not really responsible to do BFC. Government agencies do BFC just for passing “Performance Agreement” not for improving efficiency.

6 Analysis, Findings and Conclusions (b) Key success factor for this assignment : Clarify Clients’ Expectation Identify Risks and Minimise Controllable Risks Quick, flexible and positive response to clients needs Keep it simple Communicate by heart – formal & informal Never enough to communicate Team meeting to update knowledge, difficulties Most success of CEO’s depend upon leadership and their people Make BFC Work Good BFC that can be executed lead to improving government agencies’ s efficiency.

7 Recommendations 1. Executive should willingness to pay full attention for BFC implementation and support resource into work system to spur planning successful. 2. Because of BFC ’ s tool has been confused so OPDC should solve this problem by providing modern and simplify tool for more efficiency operation including suggest approach its. 3. For more efficiency, BFC and change management need to work together because change management is able to keep abreast of the continuing changes.
