www.robin-wood.it a force behind

www.robin-wood.it T3 Demonstration and Market Implementation Robinwood – A Common Approach to Stimulate Local Economy by Utilizing Forest Resources Dr. Georg Wagener-Lohse, CEBra Cottbus on behalf of the Robinwood-Team challenging

www.robin-wood.it In 2000, the EU set some objectives for the silviculture sector: A revitalisation plan in 5 points  promoting sustainable development in the forestry sector;  protecting the environment and forestry patrimony, encouraging the role of forests and silviculture in the context of ground protection;  improving sustainable management of forests (from the environmental, economic and social point of view);  supporting competitiveness of the wood chain industries in the EU;  extending the use of woodland as a source of material and clean energy. countable

www.robin-wood.it European Robinwood (InterregIIIc) The multifunctional Use of Forests may become the basic of new value creation for rural regions. Int. Wood- Energy Conference 23.1.-27.1.06 Eberswalde

www.robin-wood.it Regional Basis for the Project  Murcia is heading to find access to late develop- ments in the value generation from natural resources and bioenergy development.  Liguria has started with the implementation of its forestry and environmental plans to develop an energy market for regional forestry products.  Wales has got some experience in wood fuelled municipal applications and is on the verge to step from pioneer applications to early adaptors.  Brandenburg has some experiences in heat and power production in big and small enterprises and heating networks and would like to make wood energy a real market. specific

www.robin-wood.it Hydrogeology component …will allow the exchange of models and information and will favour integration with forest management to limit damage. Planned results:  Identification and information about measures to mitigate hydrogeological damage  Appropriate use according to the different types of terrain while adhering to the basic principles to safeguard of the environment and biodiversity  Acceptance of recommendations on territorial planning safeguarding

www.robin-wood.it Forestmanagement component …to improve sustainable development and forestry development with environmental and socio- economic aims by using experiences and best practice for the integration of regional policies. Planned results:  Better forestry management  Agreement on solutions to the problems of certification, management and planning  Collaboration with hydrogeology and energy  Creation of groups of woodland owners integrative

www.robin-wood.it Wood Energy component …encourages the use of wood cut-offs and waste from the wood chain. A reduction in the use of fossil fuels,… will invigorate the economy and stimulate technological innovation. Planned results:  Consumers will receive information on wood fuel  Increased sales of wood as a fuel source  New suppliers of innovative technology in the area  Politicians and SMEs are aware of biomass potential clearly defined

www.robin-wood.it Wood Energy component – Indicators to be used  Volume of sales of fuel wood (10% increase over 2003)  Number of forest owners using wood off-cuts (10% increase over 2003)  Projects approved at political level or investments by companies or individuals (at least 6) countable

www.robin-wood.it Wood Energy component – principal activities per half year (1) Analyses of the situation (1/2005) (2) Description of technologies (conference) (2/2005) (3) Preparation of tenders, Int. study mission (1/2006) (4) List of subprojects, begin operational plan (2/2006) (5) Start of subprojects, identify solutions (1/2007) (6) Completion of subprojects, continue OP (2/2007) (7) Operational plan finished, guidelines printed (1/2008) good flow

www.robin-wood.it Wood Energy component – First outputs  6 reports on regional resources and maps  Report on agents in the region  1 catalogue of technologies and logistical systems available  1 joint survey into needs and wood characteristics  practically speaking

www.robin-wood.it Players in the wood fuel market of Brandenburg plants < 100 kW 100-1.000 kW >1.000 kW WLHOlz2.ppt Ministry environment Ministry economy Parliament Reg. Forestry administration Multipliers woodowners - state, municipalities, church, private - operating community - forest association Building administrations municiplaities Agriculatural enterprises City utilities, ESCO`s Installers plantproducers Woodprocessing industries Forestry companies Building companies Welfare organisations plenty

www.robin-wood.it Wood resources (demand finds its resource):  Forest residues - first thinning operations - crowns - final cuttings - others  Process residues incl. Pellets  Short rotation copices  Wood waste for  Heat production  Electricity production (small <2MW, big up to 20 MW)  Fuel production manifold

www.robin-wood.it Consumers (according to market development):  4. Private Households (5-20 kW, 100-200 kWh/m²)  Housing development (up to 20 houses)  2. Public buildings (50-500 kW)  Housing companies (500-2,000 kW)  3. SMEs (also electricity)  1. Wood processing companies (200-2,000 kW)  Electricity producer someone who needs

www.robin-wood.it governing sales technologyeconomyperceptionregulations

www.robin-wood.it Technologies:  Cutting, moving  chipping  drying  pelletizing  transporting  Burning (comparison)/ gasifying (Innovation)  Small CHP  separating  disposing moving

www.robin-wood.it Regulations:  Forest certification  Fuel quality  Load restrictions  Building regulations  Emission regulations  Waste disposal restrictions  Taxation  Grant schemes (contribution to total costs)  stand complexity

www.robin-wood.it Economy:  Competitors (technology, suppliers, convenience)  Investments (economies of scale)  Building adjustments  Fuel prices  Loans  Subsidies  to influence

www.robin-wood.it Perception (no sales without satisfaction):  Yesterdays fuel  Fighting climate change  Saving money  Getting some extra sports  Making use of residues  Doubting convenience  Enhancing regional economy  Being modern  Dirty, polluting examine carefully

www.robin-wood.it Entrepreneurs  Forest owners  Farmers  Fuel producers (logs, chips, pellets)  Installers  Fuel traders  Oven, Boiler traders  Boiler manufacturers  Energy service companies  Wood processing companies  Waste companies  Specialized engineering companies to be served

www.robin-wood.it Obstacles, Barriers  Missing knowledge  No fuel available  High investments  competing fuel  missing political support, missing visions  Cheap fuel from abroad countable Levers, accelerators  Brochures, training, demonstrations  Logistics, traders,  Contracting, grants  better marketing  Lobbying activities, consistent action

www.robin-wood.it Wood Energy component – Public call for subproject proposals  Instruments to facilitate the application of forestry biomass technologies at a local level.  To define the instruments and operational methodologies necessary for the implementation of concrete initiatives to favour use of energy from forest resources countable

www.robin-wood.it Rational based initiatives to enlarge the sales of wood fuel should be taken according to the partners on (1) getting access to forest owners to make use of the wood fuel potential from first thinning and final cutting for both heat and electricity production, (2) offering technical and economical information on production methods (cutting, chipping, drying), (3) getting customers like municipalities SMEs or real estate owners involved in asking for bioenergy as their favourite technological innovation, (4) making use of latest developments in combustion, gasification and combined heat and power production. detailed

www.robin-wood.it Initiatives should put emphasis on (5) assuring the right fuel quality to each specific conversion technology, (6) giving advise on suitable grant schemes to put public initiative on technological development and market uptake, (7) comparing state of the art of investment and fuel costs with regard to technological achievements, (8) supporting the development of new businesses aside classical installers or fuel producers, (9) to overcome missing knowledge on all levels of the value chain and strengthen the regions political commitment on rural development. countable
