EU INCO Contract 003739 May 2005 – April 2008 Integrating Multiple Demands on Coastal Zones With Emphasis on Aquatic Ecosystems and Fisheries „ INCOFISH“ Presented by............

Objective To contribute to the restoration of healthy fish stocks and ecosystems by 2015, one of the goals set by the World Summit for Sustainable Development in Johannesburg 2002.

Results Specific Tools and Concepts.  Tools and Concepts are designed to form a package with the potential to impact on solving societal problems in the coastal zone in Europe and developing countries.  Tools and Concepts are being tested in real-world scenarios.  All Data, Tools, and Concepts are made available online. www.incofish.org www.incofish.org See our website at www.incofish.orgwww.incofish.org

Target Groups Fisherfolks General Public Managers Media Policy Makers Politicians Public Authorities Scientific Community

Organisation Participants: 35 institutions and private enterprises from 22 nations worldwide (12 European, 12 Latin American, 6 Asian, 5 African) participate in 11 workpackages. Coordinating Institution: Leibniz Institut für Meereswissenschaften (IfM-GEOMAR), Kiel, Germany Co-ordinator: Rainer Froese, Department of Marine Ecology, Fishery Biology Project Steering Committee: WP Leaders and Coordinator Project Support Team (all IfM-GEOMAR), Kiel, Germany: Management: Silvia Opitz, Project Assistant: Crispina Binohlan, Webmaster: Sven Mohr

Workpackage 1 „Data, Tools, and Outreach“ WP leader: Lotta Järnmark, FIN, Philippines Provides Internet outreach services to the other INCOFISH WPs, to ICZM stakeholder groups as well as to the public in general: Results:  Free online access to all data and information relevant to INCOFISH through a web portal.  Data archive for all relevant data to INCOFISH not archived elsewhere.  Online ICZM tools including Coastal Transects, and special step-by- step tools for common ICZM tasks.  Electronic maps for all relevant marine organisms.  Internet Portal including Forum, Data Upload, and Links.

Workpackage 2 „ Shifting Baselines“ WP leader: David Starkey, University Hull, UK Examines the pattern of long term change in selected coastal ecosystems and thereby establishes targests for the restauration and sustainable use of living marine resources. Results:  Database of historical data relating to selected key aquatic resources in specific Large Marine Ecosystems (LMEs).  Baseline data for the respective stocks and LMEs for utilisation in Ecosystem Models of WP4 and dissemination through the INCOFISH web portal.

Workpackage 3 „Biodiversity Mapping“ WP leader:Sven Kullander, Swedish Museum of Natural History, Sweden Provides authoritative knowledge about the occurrence of marine species in space and time and in response to climate change. Results:  Standardized electronic maps with predicted distribution for all coastal zone species relevant to INCOFISH.  Maps with predicted distribution before and after a certain point in time.  Maps with predicted seasonal distribution.  Dynamic maps where species distribution is predicted from the occurrence of the respective niche in space and time as predicted by physical models of the oceans.

Workpackage 4 „ Ecosystem Modelling“ WP leader: Francisco Arreguin-Sanchez, CICIMAR, Mexico Provides standardized ecosystem models for selected ecosystems in INCOFISH. Results:  Database relevant for modelling of all ecosystems represented in INCOFISH  Ecosystem models for all ecosystems represented in INCOFISH.  Spatial ecosystem models for all selected LMEs.

Workpackage 5 „ Marine Protected Areas“ WP leader: Nicolas Polunin, University of Newcastle upon Tyne, UK Improves the basis for planning of Marine Protected Areas (MPAs) with a view to reconciling demands especially of fisheries, biodiversity conservation and industrial uses including coastal aquaculture. Results:  Review of similarities and differences of planning, operation, stakeholder involvement and effectiveness of selected MPAs.  Analysis of size and placement of selected MPAs using spatial ecosystem models from WP 4.  Conceptual model for MPA planning in offshore continental shelf waters.

Workpackage 6 „ Coastal Transects“ WP leader: Ratana Chuenpagdee, Coastal Development Centre, Thailand Provides coastal managers with a decision-making framework and communication tool for integrated management plans of the coastal zone from mountains to the continental shelf. Results:  Review of concepts and tools for ICZM, with a special focus on stakeholder involvement.  Categorization of coastal areas using coastal transects and related software  Decision-making framework based on coastal transect and related software.

Workpackage 7 „ Indicators for Sustainable Fisheries“ WP leader: Rainer Froese, WP coordinator: Amanda Stern-Pirlot, both: IfM-GEOMAR, Germany Intends to overcome overfishing by identifying, testing, and implementing simple indicators for sustainable fisheries management for direct use by fishers, fish traders, consumers, managers, and media. Results:  Review of existing indicators and selection of suitable, simple indicators.  Availability of biological parameters needed for applying indicators.  Internet-based software (Wizard) assisting in the application of indicators.

Workpackage 7 continued „ Indicators for Sustainable Fisheries“ WP leader: Rainer Froese, WP coordinator: Amanda Stern-Pirlot, both IfM-GEOMAR, Germany Tool: Fish-Ruler The currently available fish ruler indicates the length at which 90-100 % of individuals of a given species are reproductively mature. The German version for Baltic Sea fishes shows also length of individuals without head and length of entire filets.

Workpackage 8 „ Valuation of Coastal Ecosystem Products and Services“ WP leader: Ussif Rashid Sumaila, University of Namibia, Namibia Provides valuation of coastal ecosystem products and services and thus of the benefits of sustainable management. Results:  Database of social and economic information on coastal stakeholders.  Analysis of potential values that can be derived from selected marine ecosystems with and without sustainable management.  Identification of economic indicators to be linked to fisheries indicators from WP 7.  Policy options for sustainable fisheries and coastal management, with a special focus on stakeholder involvement.

Workpackage 9 „ Impact of Eco-Tourism on Ecosystems“ WP leader: Stuart Banks, Charles Darwin Foundation, Galapagos Islands, Ecuador Provides scientific guidelines for management of marine areas with substantial ecotourism activities. Results:  Criteria to determine carrying capacity and limits of acceptable change (LACs) for ecotourism in- and outside the Eastern Tropical Pacific.  Indicators to monitor impact of ecotourism on MPAs.  Testing of concepts and indicators with special focus on stakeholder involvement.

Workpackage 10 „ Legal Instruments for Sustainable Fishing“ WP leader: Gerd Winter, University of Bremen, Germany Explores relevant national legislation with a focus on sustainable use of natural resources both in overfished and surplus regions in selected developing countries and in Europe. Results:  Analysis to what extent international agreements (incl. WSSD implementation plan) are translated into national law; whether there are implementation regulations and whether these are applied.  Comparison of EU legislation with that of Brasil, Indonesia, Kenya, Namibia.
