2 Why Do We Want to Do It? ► Tell our story for the world to see = TRANSPARENT ► “Prove up” our business practices = ACCOUNTABLE  Responding to Texas Sunset recommendations and  Desires of congress drafting new Federal Highway Bill ► Empower employees to impact results = PERFORMANCE MEASUREMENT

3 What is our Story? ► Public Polls and Focus Groups tell us Texans do not know who we are or what we do?  Drivers License?  City Streets?  County Roads?  Railroads?  Construction?  City Traffic Signals?

4 How do we tell it? Transparently ► Publish TxDOT future direction = Goals ► How we are going to get to the future = Action Steps ► Publish reports of the results of our actions = performance measures

5 How do we PROVE UP? Accountability  Timely publication of performance results: ► Financial fund status  Revenues to Expenditures  Bank Balance ► Project design and construction status ► On Time and On Budget Performance ► System performance data  Pavement condition  Congestion levels ► Safety Statistics

6 Where are we in the process? ► Draft “measureable and attainable” Goal Statements approved September 24, 2009…basis of new “performance driven” Strategic Plan. ► Initial phase of outreach completed:  Public poll of 1200 Texans  Eight focus groups conducted statewide  Five Regional/Headquarter Workgroup Sessions

7 Next Steps TxDOT Commission will: ► Refine draft goal statements ► Draft agency level action steps ► Define action step performance measures ► Sets targets and benchmarks based on input from public, stakeholders, employees and legislators.

8 Who is involved? ► Agency workgroup members, subject matter experts (SMEs) and Executive Administration (result drivers)  Draft agency level action steps for each TxDOT goal,  Propose agency level performance measures for each action step.

9 Who is involved? Con’t ► Commission will determine annual performance targets and/or benchmarks for each agency level performance measure,  Based on input received from employees, stakeholders, partners and legislators.

10 When will employees use it? ► Once Commission approves the “Plan” in early in 2010…  Each functional area of the agency will begin to develop its own action steps and performance targets designed to support the attainment of the agency level goals, action steps and performance targets.  All employees are tied back to agency level goals through functional area performance measures

11 Products to Date ► On time and On budget supported by statewide Primavera 6 and Sitemanager data:  Project Development  Project Design  Project Construction First publication on txdot.gov December 2009

12 Use Measures Regularly ► Once in place the measure reporting will be a regular part of our management meetings ► Executive Managers will be personally responsible for the measures and the results reported ► Measures will be continually evaluated for relevancy to the “desired” outcomes of the agency

14 Vision ► To be a:  trusted and performance-driven organization committed to collaborating with our transportation partners to deliver a modern, interconnected multimodal transportation system that enhances the quality of life for Texas citizens and increases the competitive position for Texas industry.

15 Values ► TxDOT will:  Honor our commitments to citizens of Texas with accountability and transparency;  Provide the best value for every dollar spent;  Earn and maintain the respect and trust of Texas citizens by listening, seeking to understand and being responsive to our customers and stakeholders;  Promote innovation, creativity, and collaboration;  Value diversity through inclusion, opportunity, and respect; and  Support employee professional development.

16 Values, continued ► TxDOT will:  Promote both with our employees and partners high ethical conduct and a commitment to compliance with the law;  Communicate openly and honestly;  Protect the safety of the traveling public, our employees and the workers who build, operate and maintain our transportation system.

17 Goal Statements ► Cultivate an organizational structure and strategy designed to address the future multimodal transportation needs of all Texans. ► Maintain the existing Texas transportation system. ► Promote congestion relief strategies.

18 Goal Statements ► Facilitate the development and exchange of comprehensive multimodal transportation funding strategies with transportation program and project partners. ► Enhance system connectivity. ► Enhance safety for all Texas transportation system users.
