Solar in the Stimulus: An Analysis of State Energy Program Spending American Solar Energy Society: Sizing Up State Programs May 20, 2010 Ty Gorman N.C. Solar Center / DSIRE

DSIRE Overview – Created in 1995 by the NC Solar Center – Funded by U.S. DOE (EERE), administered by NREL – ~2,392 RE & EE financial incentives & regulatory policies – Federal, State, Local, Utility – ~ 250,000 unique visitors/month www.dsireusa.org

Introduction Impetus for this research Questions: – 1) How much money is being invested in solar* under the stimulus-funded State Energy Program (SEP)? – 2) Which states have allocated the most money to solar under the stimulus-funded SEP? – 3) How much stimulus-funded SEP is still available to possibly fund solar? *Solar includes: PV and Solar Thermal (usually for water heating with a few space heating projects)

Methodology Reviewed SEP ARRA Plans – Excluded EECBG, WAP, Treasury Grants, EPA funds, regular SEP funding Contacts at SEOs Reviewed SEO and other State Websites (Governors’ press releases) Recorded and categorized the $ amounts

Categorizing the $$$ Degree of Certainty Explicitly Allocated and Planned for Solar RE Funding (solar funding possible) EE Funding (solar funding possible) SEP Funding Unavailable for Solar

RESULTS American Recovery and Reinvestment Act SEP: $3.1 B STILL POSSIBLY AVAILABLE: $1.14 B SOLAR: $310 M Solar Grants: $246 M Solar Rebates: $64 M Solar Grants: $246 M Solar Rebates: $64 M Loans: $575 M RE Grants: $146 M EE Grants: $423 M Loans: $575 M RE Grants: $146 M EE Grants: $423 M
