NV20:2020 is Nigeria's homegrown medium-term strategic development plan aimed at:  Re-positioning Nigeria among the top 20 economies of the world by year 2020  Attaining a nominal GDP of not less than US$900 billion and a per capita GDP of not less than US$4,000 by 2020  Achieving the MDG related targets by 2015 Vision aimed at improving the wellbeing and quality of life of Nigerians:  People as the fundamental reason for growth 3

National Planning Commission Monitoring and Evaluation (M&E) Framework approved by FEC and NEC with National Planning Commission (NPC) as implementing and coordinating agency M&E : an essential component for effective implementation of the NV20:2020 & the Transformation Agenda. It will:  engender evidence-based decision and policy making  track performance and allow for self correction It will also enable:  Evidence-based decision and policy making  Mr. President to hold Ministers and CEOs responsible for achieving set targets, benchmarks and KPIs  Ministers and CEOs in turn to set targets for subsidiary staff  Ministers to track performance and report quarterly to FEC Key Milestones:  First National M&E report completed and presented to FEC and the Public  Covers January to December 2010  Specific Key Performance Indicators (KPIs) at the outcome level set against the target  Score card for each of the Federal MDAs  Sectoral targets/benchmarks against sectoral performance  National M&E Report to be produced by the NPC quarterly  Validation meeting with Federal MDAs and other Stakeholders on KPIs, August 2011  The States to be brought on board in 2012  Target to produce Annual Country Report from 2012 4.0 Ensuring Accountability: Monitoring the NV20:2020 & the Transformation Agenda 12
