6 RTO No. 3045 CRICOS No 01505M MRA on Tourism Professionals and its Development Objectives of Mutual Recognition Arrangement (MRA) To facilitate mobility of Tourism Professionals; and To exchange information on best practices in competency-based education and training for Tourism Professionals and to provide opportunities for cooperation and capacity building across ASEAN Member States.

8 RTO No. 3045 CRICOS No 01505M Components of MRA on Tourism Professionals (1) ASEAN Common Competency Standards for Tourism Professionals (ACCSTP): minimum requirements of competency standards in hotel and travel services aim to upgrade tourism services ASEAN Tourism Professional Monitoring Committee (ATPMC) consists of ASEAN NTOs and appointed representatives from the National Tourism Professional Boards (NTPBs) ASEAN Tourism Professional Registration System (ATPRS): a web-based facility to disseminate details regarding the list of Foreign Tourism Professionals

9 RTO No. 3045 CRICOS No 01505M Components of MRA on Tourism Professionals (2) Common ASEAN Tourism Curriculum (CATC): the common curriculum for ASEAN Tourism Professionals as mutually agreed upon by the ASEAN Tourism Ministers upon recommendation by the ASEAN NTOs National Tourism Professional Board (NTPB): the Board for Tourism Professionals composed of representatives from the public and private sectors including academics and other relevant tourism stakeholders, to be determined by the respective ASEAN NTOs Tourism Professional Certification Board (TPCB) refers to the government board and/or agency authorised by the government of each ASEAN Member State primarily responsible for the assessment and certification of Tourism Professionals.

The six agreed labour divisions are: 1. Front Office 2. Housekeeping 3. Food Production 4. Food & Beverage Service 5. Travel Agencies 6. Tour Operations

12 RTO No. 3045 CRICOS No 01505M Developing Common ASEAN Tourism Curriculum (CATC) and a Regional Qualifications Framework and Skills Recognition System (RQFSRS) Based on the agreed Competencies adopted by all Countries Using the agreed Units of Competence of the Common ASEAN Tourism Competencies project to develop the CATC & RQFSRS, making qualifications relevant and useful to both students and industry Packaging competencies into curriculum for different labour divisions and linking with a qualifications framework.

Front Office 2. Housekeeping 3. Food Production 4. Food & Beverage Service 5. Travel Agencies 6. Tour Operations Conduct National workshops to review & obtain feedback Toolboxes Conduct Regional Workshop to review & endorse Toolboxes.

15 RTO No. 3045 CRICOS No 01505M Developing 242 Toolboxes for each Competency Standard in the 6 Labour Divisions Project deliverables This Project will deliver: A standardised Toolbox template: Suitable for use in supporting delivery of Competency Based Training and Competency Based Assessment Able to be applied to all 242 Units of Competency identified in the Qualifications Framework across all 6 Labor Divisions.

Assessment package, comprising: Oral Questions Written Questions with Model Answers Third Party Statement Observation Checklist Competency Recording Sheet.

18 RTO No. 3045 CRICOS No 01505M Feasibility Study for the Establishment of a Regional Secretariat for ASEAN Tourism Professionals Project Objectives: To conduct a feasibility study to assess the need for the establishment of a Secretariat and To determine whether the use of a Secretariat is the best option to support and respond to the challenges inherent in the implementation of the Mutual Recognition Arrangement (MRA) on Tourism Professionals.

19 RTO No. 3045 CRICOS No 01505M Feasibility Study for the Establishment of a Regional Secretariat for ASEAN Tourism Professionals Project Scope: Identification of the strengths and needs of relevant tourism training institutions in relation to MRA implementation Identification of the threats and opportunities facing ATPMC and relevant tourism training institutions in relation to MRA implementation The necessity to link industry, which requires skilled Tourism Professionals, with appropriately qualified and experienced personnel.

20 RTO No. 3045 CRICOS No 01505M Feasibility Study for the Establishment of a Regional Secretariat for ASEAN Tourism Professionals Project Scope: Identification of how the Regional Secretariat will operate in terms of processes and mechanisms Identification of how the Regional Secretariat will position itself to support the work of the ASEAN Tourism Professional Monitoring Committee (ATPMC) Specification of the nature and value of recommended resources required from stakeholders for a Regional Secretariat to operate effectively.

21 RTO No. 3045 CRICOS No 01505M Feasibility Study for the Establishment of a Regional Secretariat for ASEAN Tourism Professionals Project Scope: Determination of a work model for the Regional Secretariat to include: Vision Mission Objectives Roles and responsibilities Linkages Work mechanisms and processes Resource requirements Self-sustaining funding scheme.

22 RTO No. 3045 CRICOS No 01505M Feasibility Study for the Establishment of a Regional Secretariat for ASEAN Tourism Professionals Project Scope: Identification of specific requirements from identified stakeholders to establish and operate the Regional Secretariat Identification of the risks and assumptions underlying establishment of a Regional Secretariat and recommendations on how to address those risks and assumptions Desktop research activities In-country research using Field Study trips to each of the 10 AMS.

23 RTO No. 3045 CRICOS No 01505M Gap Analysis on Implementation of the Mutual Recognition Agreement (MRA) on Tourism Professionals within the AMS Project Objectives: This Project will identify gaps between: Mutual Recognition Arrangement (MRA) requirements and Actual Implementation of MRA in ASEAN Member States (AMS).

29 RTO No. 3045 CRICOS No 01505M Gap Analysis on Implementation of the Mutual Recognition Agreement (MRA) on Tourism Professionals within the AMS Project Deliverables: This Project will deliver: An ASEAN Qualifications Equivalent Matrix (AQEM) mapping out existing tourism professionals qualifications across the AMS Country specific policy recommendations and capacity building needs for implementing the MRA AMSs require an enabling environment to promote implementation of the MRA Identify the necessary and required:  Legal framework and institutional linkages  Organisational structures  Infrastructure (training facilities, NTPB & TPCB offices)  Human resource capacities
