Inmarsat - 4 Inmarsat -3 Inmarsat - 2 Gary Colledge Manager Aeronautical Data & Safety Services Eurocontrol NexSat Steering Group - Brussels June 2004 Next Generation SATCOM and Aero-BGAN for Air Transport

Contents Update on October 03 presentation BGAN Extension & Evolution Aero-BGAN & Safety Services NexSat HLMR and Satcom CONOPS Potential features enabling new Safety Services Eurocontrol NexSat Steering Group - Brussels June 2004

Inmarsats Next Generation satellites and SARPs compliant communications –Inmarsat-4 will support existing Aeronautical safety services Inmarsats Public Service Agreement (PSA) commitment to ICAO (and IMO) –For the near term, data and voice safety services will operate via Inmarsat H/H+, I and L –Enhanced capabilities using the new Inmarsat-4 Satellites and new terrestrial infrastructure Eurocontrol NexSat Steering Group - Brussels June 2004

Inmarsats Next Generation satellites – new capabilities –Referred to as Aero-BGAN (Broadband Global Area Network) working title Designed to operate in conjunction with existing safety services (voice and data) and Swift 64. Will provide data rates up to 432kbps per channel. Will provide both Circuit Switched and Always on TCP/IP data. Supported through High, Intermediate and Low gain antennas. Also provides the opportunity for development of significantly smaller terminals, and leads to lower priced services. –Working with 4 avionics manufacturers Eurocontrol NexSat Steering Group - Brussels June 2004

Inmarsat-4 Satellite User Link:L Band Global, Regional and Narrow spot beams Feeder Link:C Band Spacecraft Power:12 kW Launch Mass:6 Tons Solar Array Span:48 m Prime Contractor: Astrium Current planned Launch Dates: F1 (64E Indian Ocean) – 4th Qtr 2004 F2 (53W Atlantic Ocean) – 1 st Half 2005 F3 ground spare Eurocontrol NexSat Steering Group - Brussels June 2004

Inmarsat-4 Satellite Launch Vehicles: ILS Atlas 5 Sealaunch Current planned BGAN Service commencement Mid 2005 Aero services expected 2006 Inmarsat 4 integration and environmental testing in Toulouse Eurocontrol NexSat Steering Group - Brussels June 2004

BGAN – Two Networks in One Eurocontrol NexSat Steering Group - Brussels June 2004

BGAN Services CS Domain –Direct Dial Voice –SIM Roaming –Voice Mail Services –Other UMTS Services CLI, Call divert, Conf. Calling etc. –SMS (Two way) –ISDN PS Domain –DSL class internet access –Static and Dynamic IP addressing –Bandwidth on demand –Two service classes: Basic IP Services - UMTS Background /Interactive class - Variable data rate Premium IP Services - Streaming - Guaranteed bit rate Eurocontrol NexSat Steering Group - Brussels June 2004

BGAN Extension & Evolution The Aero/Maritime Evolution programme consists of: 1) Activity funded as part of BGAN Extension Development through to technology validation. Aeronautical Directional Maritime Omni (inc Aero) Multi-cast 50% funded by ESA / 50% by Inmarsat and partners Eurocontrol NexSat Steering Group - Brussels June 2004

BGAN Extension & Evolution 2) Other activities outside the Extension project Commercialisation –Business Support Systems –Type Approval –Distribution/Sales/Marketing Multi-user enhancements Maritime directional products Land mobile/vehicular products Eurocontrol NexSat Steering Group - Brussels June 2004

I4/BGAN Evolution Studies BGAN X Mar & Aero Omni Aero Directional Multicast Product Evolution Service Evolution Mar Directional Land Vehicular Multi-User Additional Includes propagation studies, physical layer specifications, proof of concept technology, final Air Interface definition for all product types Eurocontrol NexSat Steering Group - Brussels June 2004

Aero-BGAN & Safety Services Evolution of the expected Aero-BGAN system would be required for safety services support, which might imply Planning timeline for pre-operational trials of Aero-BGAN safety services circa Beginning safety service requirements evaluation. Many questions, not least: –Contingency? –How to achieve priority and pre-emption? –The effect of applying ESARRs –NexSat as part of latter stages of LINK 2000+? Also CASCADE? –ICAO view of digital voice versus circuit mode? Inmarsat has made Aero-BGAN technical input to ICAO ACP WGC Eurocontrol NexSat Steering Group - Brussels June 2004

NexSat HLMR and Satcom CONOPS NexSat HMLR provides good starting point for baseline requirements, but ideally A Concept of Operations is required for combined data and voice satcom operation in European region answering such questions as: –What is the voice distribution requirement? –Digitised voice offers new concepts of operation, should these taken into account? –Which datalink services will the NexSat support? Eurocontrol NexSat Steering Group - Brussels June 2004

Potential features enabling new Safety Services Make before break capability –Seamless voice and data in designated areas –Continuity of data delivery Always-on capability removes previous inherent R, and T channel utilisation issues Digitised voice offering –New ways to ensure priority and pre-emption service –Multicast capability –Net radio Eurocontrol NexSat Steering Group - Brussels June 2004
