2 © EUROCONTROL 2012 – Network Management Operations Centre (NMOC/CFMU) TACT/ETFMS - MILESTONES March 1995:Start of Operations of TACT based upon FPL data only. April 1995:Reception of first airborne update ( FSA) message from France. March 2001: ETFMS PHASE 1a operational, based upon FSA data only. 7 Feb 2002: ETFMS PHASE 1a operational, based upon FSA data and surveillance data from UK, France and MUAC. 6 May 2003:Flight Activation Monitoring (FAM) Operational for Ireland, Oslo FIR and Belgium. Today:Reception of FSAs from 30 ACCs, CPRs from 29 ACCs and oceanic clearances from 3 oceanic centres.

3 © EUROCONTROL 2012 – Network Management Operations Centre (NMOC/CFMU) ETFMS - OBJECTIVES To increase the accuracy of ATFCM thus reducing any differences in data between ATFCM, ATC and airports. To improve short-term traffic demand forecasts. To reduce over-delivery. To enable more accurate slot allocations thus improved utilisation of the available capacity. To improve reaction to short-terms events.

5 © EUROCONTROL 2012 – Network Management Operations Centre (NMOC/CFMU) IMPROVED ACCURACY AND PREDICTION (1) Many Airborne Updates FSA messages (31 August 2007): 95,000 FSA messages received. for 30,500 flights, 91% of flights updated. average of 3 FSAs per flight. CPRs (31 August 2007): 2.35 million received for 28,200 flights, 84% of flights updated. average of 83 CPRs per flight. More accurate flight profiles in ETFMS.

6 © EUROCONTROL 2012 – Network Management Operations Centre (NMOC/CFMU) IMPROVED ACCURACY AND PREDICTION (2) 84% of flights are updated with an average of 83 CPRs per flight

7 © EUROCONTROL 2012 – Network Management Operations Centre (NMOC/CFMU) IMPROVED ACCURACY AND PREDICTION (3) Planned trajectory CPRs

11 © EUROCONTROL 2012 – Network Management Operations Centre (NMOC/CFMU) COMMON VIEW – NETWORK OPERATIONS TERMINAL 1998 - 290 Users 182 AOs 64 FMPs 13 (other) ANSPs 28 Airport & Handlers 3 Others 2009 - 2226 Users 1168 AOs 75 FMPs 193 ANSPs 718 Airport & Handlers 72 Others COMMON VIEW on ATFCM data increased by 730 %.

12 © EUROCONTROL 2012 – Network Management Operations Centre (NMOC/CFMU) IMPROVED SLOT ALLOCATIONS ATFM simulations on 4 different days of Jan/Feb 2005, comparing ATFM situation with and without airborne data. Reduction in over-deliveries from 7% to 4.9%. Reduction in number of delayed flights by 7%. Reduction in ATFM delay by approximately 17%. 2.5 million min of ATFM delay reduction. Delay reduction due to capacity increase, not measured

13 © EUROCONTROL 2012 – Network Management Operations Centre (NMOC/CFMU) DEPARTURE MONITORING Flight Activation Monitoring (FAM) increases accuracy. In August 2007: 67% flights are monitored. 18.5% are updated. 533 flights suspended. 286 updated by AO after suspension 108 never updated Ghosts. (139 airborne when suspended)

14 © EUROCONTROL 2012 – Network Management Operations Centre (NMOC/CFMU) EFFECT ON OPERATIONAL PROCEDURES Better overall view on Traffic Situation for NMOC (CFMU) for Tactical Flow Management Look at network effect during Tactical Operations Can only be done with reliable/accurate flight data Optimise ATFM Daily Plan (delete / modify regulations) by NMOC (CFMU) Increased confidence in counts by ATC Management of Critical Events Strikes, runway closure,... Search for special flights

15 © EUROCONTROL 2012 – Network Management Operations Centre (NMOC/CFMU) ETFMS - BENEFIT PROCESS Optimised ATM & Reduced Management Delays OPTIMISED USE OF INCREASED CAPACITY IMPROVED ATC CONFIDENCE IMPROVED ACCURACY OF ATFCM DATA IMPROVED ATFCM TRAFFIC DELIVERY COMMON VIEW on ATFCM SITUATION DEVELOPMENT OF NEW ATFCM METHODS ETFMS DATA REDISTRIB. MORE Network operations TERMINALS

16 © EUROCONTROL 2012 – Network Management Operations Centre (NMOC/CFMU)CONCLUSION ETFMS increases accuracy of ATFCM. ETFMS reduces ATFM delay. ETFMS enables a common view on the Air Traffic Situation in ECAC. ETFMS is an enabler for future developments in ATFCM.
