3 3 Occupants of Proposed New Facility From the World Weather Building NCEP NESDIS From SSMC3 Air Resources Laboratory Approximately 800 staff federal, contractors, visiting scientists 40 spaces for visiting university professors and students Space required = 295,000 sq. ft.

4 4 Condition of World Weather Building in Camp Springs: Why Move? Vintage 1970 building - not supportive of new Information Technology environment No raised floors in most of NCEP and NESDIS research and operations areas Single pane windows (difficult to heat and cool) 1960's heating/cooling technology Current location not optimal for recruitment High crime area; surrounded by car dealerships Overcrowded conditions in WWB GSA supports NOAA's long term relocation plans for WWB

5 5 Why Locate NCEP/NESDIS/ARL Near University of Maryland NWS Modernization: Collocated NWS forecast offices with research Labs/universities, where possible (24 forecast offices collocated with laboratories, university campuses) Received letter of support for locating near UMD from President of the University Corporation for Atmospheric Research (1999) Enhances synergistic interactions with Meteorology Dept. Accelerates transfer of research to operations Improves forecast performance scores Provides focus for data assimilation - utilization of satellite data for ocean, weather, climate applications Increases interaction with students/professors Increases use of NOAA data and models in basic research Enhances recruitment activity UMD has World-Class computer sciences department

7 7 Status Congress appropriated $500K to GSA for studies (FY02) GSA study found College Park/Greenbelt best location for new facility (FY01) Congress appropriated $3.0 million to support pre- acquisition activities (FY02) Detailed requirements, conceptual layout FY04 Budget initiative submitted to NOAA (March 2002) Initial Program of Requirements sent from NOAA to GSA (April 2002)
