2 PREPARE AMERICA VISION America’s community colleges are recognized and valued as a joint national resource, a partner to public and private-sector stakeholders for ready, effective, effective, pervasive, and perpetual delivery of vital information, services, training, education, assessment, and credentials

3 PREPARE AMERICA NATIONAL SPONSOR As the oldest affiliate Council of the American Association of Community Colleges (AACC), the National Council for Continuing Education and Training (NCCET) aims to contribute to individual, community, workforce, and economic development by: Exercising leadership as an AACC affiliate Council to provide quality education and training services Providing quality continuing education and professional development for members Promoting corporate citizenship in communities Encouraging innovative opportunities for lifelong learning Preparing a skilled workforce to be competitive into the 21 st century. Premiere association serving professionals in America’s Community Colleges

4 PREPARE AMERICA PRIORITY COMMUNITY COLLEGES SUPPORT HOMELAND SECURITY AND EMERGENCY READINESS BY: 1.Providing much-needed preparedness education and training; 2.Awarding portable credentials that document essential capabilities/competencies; and 3.Recording and tracking training progress and reporting to appropriate agencies

5 PREPARE AMERICA METHOD Leverage the capacity of America’s community colleges in all 50 states as... A provider of high-quality, accessible, coherent, responsive, and accredited education and training A national infrastructure/architecture that is cohesive, grassroots-based, and practitioner-led A logical conduit to deliver readily, cost effectively, pervasively, and perpetually A proven network, geographically distributed, locally focused, and accountable An effective collaborator with multiple stakeholders

6 PREPARE AMERICA STAKEHOLDERS First Responders = Top priority (i.e., fire, emergency medical service, law enforcement, public health, emergency management, public works, hazardous materials, hospital and other medical personnel) Second Responders = Second priority (individuals with qualified training and equipment that may be useful in responding to multiple threats and disasters and who are integrated into emergency response plans in order to supplement the capabilities of first responders)

7 PREPARE AMERICA STAKEHOLDERS Workers and Business and Industry –Particularly those who serve the public and/or may be at greater risk Members of the General Public –Individuals, volunteer response organizations, neighborhood crime watch groups, churches, etc.

12 PREPARE AMERICA GOALS GOAL I: PREPARE AMERICA effectively and efficiently functions as a collective national resource, an alliance of community and technical colleges whose practitioners work collaboratively as a conduit to deliver training and education to meet critical national needs.

13 PREPARE AMERICA GOALS Objectives for Goal I: A. Enhance the PREPARE AMERICA infrastructure/architecture B. Articulate the PREPARE AMERICA management plan C. Execute agreement to a plan to nurture collaboration between PREPARE AMERICA and its national sponsor, NCCET D. Forge partnerships with public and private-sector stakeholders whose aims complement those of PREPARE AMERICA E. Form Task Forces to inform operational plans to guide initiatives F. Secure funding to support initiatives and operations B. Promote the mission of PREPARE AMERICA

14 PREPARE AMERICA GOALS GOAL II: PREPARE AMERICA initiatives reflect collaborative community college training/education responses to national opportunities, challenges, threats, and imperatives derived from a global perspective, and they exemplify current and emerging best practices, including attention to standards, assessment, and credentialing.

15 PREPARE AMERICA GOALS Objectives for Goal II: A. Establish and further a homeland security initiative to ensure the ability of all stakeholders to effectively and efficiently prevent, prepare for, respond to, and recover from multiple threats and disasters B. Establish other PREPARE AMERICA initiatives (e.g., in response to national training issues such as literacy, teacher shortage, exodus of baby-boomers from the workplace, health care, etc.)

16 PREPARE AMERICA GOALS GOAL 3: PREPARE AMERICA informs policy makers and stakeholders as to the capacity of community colleges to help define and resolve issues impacting the future of the country, its communities, and its citizens

17 PREPARE AMERICA GOALS Objectives for Goal III: A. Organize one national conference each year B. Present at national sponsor conferences each year and encourage representatives to attend and, as invited, present at other conferences, summits, workshops, etc. that further PREPARE AMERICA aims C. Convey the PREPARE AMERICA mission, method, and progress via professional publications, web site and related links, reports, newsletters, and other communiqués D. Inform state and national policy makers and staff as to specific national issue solution strategies offered by PREPARE AMERICA

18 PREPARE AMERICA GOALS GOAL IV: PREPARE AMERICA advances the role that America’s community colleges may play as ambassador and resource to emerging democracies and American allies world-wide

19 THE NATION’S COMMUNITY COLLEGES... IDEALLY POSITIONED TO PREPARE AMERICA The United States invented the community college. At a time when all stakeholders are challenged to create a viable framework to support unified responses to critical national issues, such as homeland security, America’s own creation is ideally positioned to serve and lead.
