PREPARE AMERICA STAKEHOLDERS First Responders = Top priority (i.e., fire, emergency medical service, law enforcement, public health, emergency management, public works, hazardous materials, hospital and other medical personnel) Second Responders = Second priority (individuals with qualified training and equipment that may be useful in responding to multiple threats and disasters and who are integrated into emergency response plans in order to supplement the capabilities of first responders)

Establish and further a homeland security initiative to ensure the ability of all stakeholders to effectively and efficiently prevent, prepare for, respond to, and recover from multiple threats and disasters B. Establish other PREPARE AMERICA initiatives (e.g., in response to national training issues such as literacy, teacher shortage, exodus of baby-boomers from the workplace, health care, etc.)
