2 Overview Changes were made in response to feedback from both teachers and administrators We are seeking consistency in reporting of ratings from observations through the summative process We attempted to provide clarity regarding the inclusion/exclusion of students from special populations in the calculation of Primary and Secondary Measures

3 Overview We attempted to provide clarity regarding the attendance or enrollment of students and their inclusion/exclusion from the calculation of Primary and Secondary Measures We updated the Appendices of the Guidelines to reflect actual and current practice

4 Summative Deadlines Removed “prior” to May 15 Replaced with “by” May 15 By May 15 for teachers in years 1 & 2 with MSDWT By May 15 for teachers on a POA By seven (7) calendar days prior to the last teacher day for all others

5 Weighting Domain I = 20% Domain II = 45% Domain III = 15% Primary Measure = 12% Secondary Measure = 8% Performance Rubric = 80% Student Measures = 20%

6 Weighting This change results in our system functioning closer to the intent of the wording of Indiana Law. The law states that objective student measures must “significantly inform” the evaluation. In the future, we will consider weighting objective measures at the 25% level. The additional 5% weight could measure an “all school” measure, student feedback, or other options suggested by teachers or administration. All changes in this area will be discussed with WTEA representation.

8 Enrollment/Attendance Full Year Courses Assessment data of students continuously enrolled in a teacher’s classroom on or before the twentieth (20) student day will be included in the calculation of the Primary or Secondary Student Achievement Measure. The teacher may appeal to include students that enrolled after the twentieth student day or were not continuously enrolled in the teacher’s class prior to the administration of the assessment used for teacher evaluation. Appeals should be made to the primary evaluator.

9 Enrollment/Attendance Semester Courses Assessment data of students continuously enrolled in a teacher’s classroom on or before the tenth (10) student day of the semester will be included in the calculation of the Primary or Secondary Student Achievement Measure. The teacher may appeal to include students that enrolled after the twentieth student day or were not continuously enrolled in the teacher’s class prior to the administration of the assessment used for teacher evaluation. Appeals should be made to the primary evaluator.

10 ELL/Special Needs and Data General Education teachers shall exclude data for ELL’s in levels 1 and 2 when the Student Measure is an achievement based measure (i.e. A one time proficiency assessment that is summative in nature).

11 ELL/Special Needs and Data General Education teachers should assume all student data for students with an IEP who participate in ISTEP or IMAST will be included in ALL student achievement and growth data used for teacher evaluation. Data for these students will be included in all Primary and Secondary Student Achievement Measures. Prior to removal of any student data for evaluation purposes, the teacher must consult the primary evaluator. Student Achievement and Growth Data may be removed for those students participating in ISTAR. 12 Appendices Appendix B has been replaced with screenshots of OwnIt! – Reflecting the actual documentation used during observations Appendix C more clearly describes the use of the comment section as final documentation at the Post Observation Reflective Conference Appendix D describes in detail the uses for the comment boxes in the Summative Evaluation
