4 * THE NATIONAL E-GOVERNANCE PROGRAMME (NEGP) IS A FLAGSHIP PROGRAMME OF THE DIT WITH SUBSTANTIAL SEGMENT OF ITS HUMAN RESOURCES DEPLOYED TOWARDS SUCCESSFUL IMPLEMENTATION

5 * THE PROGRAMME TAKES A HOLISTIC VIEW OF THE E-GOVERNANCE INITIATIVES THAT HAD BEEN GOING ON IN SPORADIC POCKETS AT THE INITIATIVE OF VARIOUS AGENCIES IN INDIA AT VARIOUS POINTS OF TIME AND HAS FORMULATED AN AMBITIOUS INTEGRATED PROGRAMME

6 * THE VISION OF NEGP IS TO MAKE AVAILABLE ALL GOVERNMENT SERVICES ACCESSIBLE TO THE COMMON MAN IN HIS LOCALITY, THROUGH COMMON DELIVERY OUTLETS AND ENSURE EFFICIENCY, TRANSPARENCY & RELIABILITY OF SUCH SERVICES AT AFFORDABLE COSTS TO REALIZE THE BASIC NEEDS OF THE COMMON MAN * THE GOVERNMENT OF INDIA APPROVED THE NeGP IN 2006

7 * NEGP CONSISTS OF 27 MISSION MODE PROJECTS (MMPS) WHERE EACH PROJECT IS A MISSION WITH CLEARLY DEFINED OBJECTIVES AND SCOPE, MEASURABLE OUTCOMES AND SERVICE LEVELS AND WELL DEFINED MILESTONES AND TIMELINES FOR IMPLEMENTATION * THERE ARE THREE CATEGORIES OF MMPS VIZ. CENTRAL MMPS (9 NOS.), STATE MMPS (11 NOS.) AND INTEGRATED MMPS (7 NOS.)

8 * CENTRAL MMPS COVER SUBJECTS SUCH AS BANKING, CENTRAL EXCISE AND CUSTOMS, INCOME TAX, INSURANCE, PASSPORT, IMMIGRATION & VISAS, ETC. * STATE MMPS COVER SUBJECTS SUCH AS AGRICULTURE, LAND RECORDS, MUNICIPALITIES (LOCAL GOVERNING BODIES), POLICE, ROAD TRANSPORT, STATE TREASURIES, ETC.

9 * INTEGRATED MMPS COVER CROSS-FUNCTIONAL ACTIVITIES SUCH AS CUSTOMER SERVICE CENTRE (CSC), E-COURTS, NATIONAL E- GOVERNANCE SERVICE DELIVERY GATEWAY (NSDG), INDIA PORTAL, ETC. * THESE MMPS ARE OWNED AND SPEARHEADED BY VARIOUS LINE MINISTRIES CONCERNED FOR THE THREE CATEGORY OF PROJECTS

10 * DIT PLAYS AN IMPORTANT ROLE IN HELPING THE MINISTRIES TAKE DECISIONS (ESPECIALLY THAT IMPACT NEGP) AND ALSO PROVIDES NECESSARY SUPPORT FOR THE FORMULATION AND DEVELOPMENT OF THE PROJECT THROUGH ADVICE, MANPOWER TRAINING AND SUPPORT

11 * CUSTOMER SERVICE CENTRES (CSCs) REPRESENT THE POINT OF PRESENCE (POP) OF THE ENTIRE NEGP NETWORK WHERE THE END USER CAN INTERACT AND OBTAIN THE DESIRED DATA OR INFORMATION OR INTERACT WITH THE DISTRICT ADMINISTRATION. * CSC CONSTITUTES A VERY IMPORTANT COMPONENT OF THE NEGP INFRASTRUCTURE * OVER 100,000 SUCH CENTRES HAVE BEEN PLANNEDNATIONAL e-GOVERNANCE PLAN (NeGP) (CONTD.)

12 * IMPLEMENTATION CHALLENGES OF NEGP ARE MANY AS HAS BEEN THE EXPERIENCE OF MANY COUNTRIES * THE SUCCESS OF THE PLAN HINGES NOT ONLY ON ACCESSIBILITY AND AVAILABILITY TO THE INFORMATION AND VARIOUS SERVICES BUT ALSO AWARENESS REGARDING THE PROGRAMME, EFFECTIVE BRANDING OF NEGP AND FINALLY A COMMUNICATION STRATEGY THAT ADDRESSES THE ABOVE TWO * FEEDBACK ALSO SHOWS THAT E-GOVERNANCE PROGRAMME TEND TO BE QUITE COMPLEX AND THE SUCCESS RATE OF GOVERNMENT E-GOVERNANCE PROGRAMMES IS QUITE LOW

14 * AS OF MAY, 2010 THE SWANS OF 19 STATES/UNION TERRITORIES HAVE BEEN COMPLETED. FOUR MORE SWANS ARE EXPECTED TO BE COMMISSIONED SHORTLY * SPECIAL ARRANGEMENTS HAVE BEEN WORKED OUT WITH BSNL FOR PROVIDING CHANNELS OF ADEQUATE BANDWIDTHS TO FACILITATE COMMISSIONING OF THE SWANS IN VARIOUS STATES

15 * AS OF OCTOBER, 2009 55,979 CSCS HAVE BEEN ROLLED OUT IN TWENTY FIVE STATES. HOWEVER, SEVERAL CSCS HAVE BECOME NON-OPERATIONAL DUE TO THE LACK OF AVAILABILITY OF ADEQUATE G2C AND OTHER SERVICES * A SPECIAL PURPOSE VEHICLE (SPV) IS BEING FORMED SO THAT THE GOVERNMENT CAN PROGRESSIVELY MIGRATE TO AN E-GOVERNANCE PLATFORM AND ENABLE SERVICES THROUGH THE CSC NETWORK

18 * BSNL HAS ENTERED INTO AGREEMENTS WITH TWO COMPUTER MANUFACTURERS M/S HCL AND M/S NOVATIUM, TO PROVIDE PERSONAL COMPUTERS (PCS) TO PROSPECTIVE BROADBAND CUSTOMERS IN RURAL AREAS BY REDUCING THE ENTRY CAPITAL INVESTMENT BY CUSTOMERS BEYOND THE RS 4500 (ABOUT US $100) SUBSIDY PROVIDED BY USOF

19 * IN THE CASE OF THE BSNL AGREEMENT WITH M/S HCL, THE ARRANGEMENT IS TO SUPPLY A PC WITH 80 GB HARD DISC, 512 MB RAM AND 17 MONITOR OPERATING ON WINDOWS VISTA AT A DOWN PAYMENT OF RS 2500 (ABOUT US $60) BY THE CUSTOMER WITH AN MONTHLY INSTALMENT OF RS 300 (ABOUT US $6.80) IN THE 5-YEAR PLAN AND RS 455 (ABOUT US $10.3) IN THE 3- YEAR PLAN

20 * THE MANUFACTURER HCL WILL RECEIVE THESE PAYMENTS BESIDES THE RS 4500 (ABOUT US $100) SUBSIDY PROVIDED BY USOF FOR THE CORRESPONDING STREAM IV (WIRELINE BROADBAND PROVISION) * THE AGREEMENT BETWEEN BSNL AND HCL COVERS THE COST OF INSURANCE AND MAINTENANCE WITH A TURN AROUND TIME OF 15 DAYS ANYWHERE IN THE COUNTRY. BSNL WILL COLLECT THE MONTHLY INSTALMENT ON BEHALF OF HCL AND AS A CONSIDERATION RECEIVE RS 1 (ABOUT US $0.02) PER BILL PER CUSTOMER * IN ADDITION, BSNL WILL RECEIVE MONTHLY BROADBAND CHARGES AS DEFINED IN ONE OF THE TWO USOF APPROVED TARIFF PLANS

21 * MOST CUSTOMERS HAVE CHOSEN THE PLAN INVOLVING A MONTHLY BROADBAND CHARGE OF RS. 150 WITH DOWNLOAD LIMIT OF 1 GB PER MONTH * THE WARRANTY AND MAINTENANCE SUPPORT IS APPLICABLE FOR THE ENTIRE PERIOD OF THE CHOSEN SCHEME (5 YEARS OR 3 YEARS AS THE CASE MAY BE) * ON SITE MAINTENANCE SUPPORT WILL BE PROVIDED AT LOCATIONS WITHIN 3 KILOMETRE RADIUS OF THE HCL MAINTENANCE CENTRE OTHERWISE AT THE MAINTENANCE CENTRE

22 * IN THE CASE OF THE BSNL AGREEMENT WITH M/S NOVATIUM, THERE ARE SOME DIFFERENCES * M/S NOVATIUM WILL SUPPLY THIN CLIENT COMPUTERS (COMPUTERS THAT RELY ON SERVERS TO FULFIL TRADITIONAL COMPUTATIONAL FUNCTIONS) WITH LINUX OPERATING SYSTEM CONNECTED TO A SERVER WHICH CAN CONNECT UP TO 1000 SUCH THIN CLIENTS

23 * SO FAR AS THE CUSTOMER IS CONCERNED, AT THE TIME OF TAKING THE BROADBAND CONNECTION S/HE SHALL PAY A REFUNDABLE SECURITY DEPOSIT OF RS 1900 (ABOUT US $43) WITH A MONTHLY CHARGE OF RS 175 (ABOUT US $4) * M/S NOVATIUM WILL RECEIVE RS 102.25 (ABOUT US $2.30) OUT OF THIS MONTHLY CHARGE WITH THE REMAINDER GOING TO BSNL * IN ADDITION, M/S NOVATIUM WILL ALSO RECEIVE THE RS 4500 (ABOUT US $100) SUBSIDY BEING PROVIDED BY USOF

24 * THIS MONTHLY PAYMENT IS TO CONTINUE TILL SUCH TIME AS THE CUSTOMER RETAINS THE SUBSCRIPTION. M/S NOVATIUM WILL PROVIDE 36 MONTHS NATION-WIDE WARRANTY AND MAINTENANCE WILL BE AVAILABLE AT THE SITE * POST 36 MONTHS PERIOD, THE WARRANTY FOR MAINTENANCE SHALL CONTINUE BUT PARTS REPLACEMENT WILL BE AT COST

25 * THERE IS A LOCK-IN PERIOD OF 36 MONTHS WHICH EACH CUSTOMER HAS TO NECESSARILY ACCEPT * BOTH TERMINALS ARE DESIGNED TO OPERATE IN NON-AIR CONDITIONED ENVIRONMENT

26 * THIS USOF SUBSIDY BASED SCHEME IS VALID FOR CUSTOMERS RESIDING IN RURAL AND REMOTE AREAS AND FOR WIRE-LINE CONNECTIONS ONLY * BSNL HAS 28,672 RURAL EXCHANGES WHICH HAVE DSLAMS SO THAT BSNL IS ABLE TO PROVIDE ADSL 2+ BASED BROADBAND CONNECTIONS WITHIN A RADIUS OF 5 KILOMETRES * THE CONTENTION RATIO IS TYPICALLY 1:20

27 * THE STATUS AS OF 2010 THE STATUS (AS OF COMPILATION OF REORT) WAS THAT IN THE BSNL-HCL SCHEME THERE ARE ABOUT 9,000 CUSTOMERS IN 5 MONTHS WHILE IN THE BSNL-NOVATIUM SCHEME THERE ARE NEARLY 30,000 CUSTOMERS IN 11 MONTHS. THIS HAS SINCE BEEN REVISED TO A TOTAL OF 21,839 CUSTOMERS (HCL-6519, NOVATIUM-15,320)

29 * THIS IS A MAJOR INITIATIVE AND THE MOST SUCCESSFUL ONE FOR SPREADING ICT FACILITIES IN THE RURAL AREAS * THE DETAILS HAVE ALREADY BEEN DISCUSSED IN SESSION 3 AND THEREFORE ONLY THE OBJECTIVES ARE DISCUSSED BELOW

30 * WITH ICT AS ENGINE OF GROWTH, UBIQUITOUS /UNIVERSAL ACCESS TO AFFORDABLE TELECOM SERVICES IS THE OBJECTIVE * TO ACHIEVE THIS, SUBSIDIES FOR VIABILITY GAP FUNDING ARE DRIVING THE PROVISION OF BELOW COST AFFORDABLE UNIVERSAL SERVICES IN NET HIGH COST/LOW INCOME AREAS * USP INITIALLY APPLIED TO BASIC SERVICES (SINCE 2002) BUT WAS MODIFIED (IN 2006) TO INCLUDE MOBILE & BROADBAND SERVICES, GENERAL INFRASTRUCTURE & NEW TECHNOLOGY INDUCTION

31 * SERVICES TAKEN UP UNDER USOF INCLUDE I)PUBLIC ACCESS- MAINTENANCE OF EXISTING, REPLACEMENT OF NON FUNCTIONAL & PROVISION OF NEW VILLAGE PUBLIC TELEPHONES, RURAL COMMUNITY PHONES, II) INDIVIDUAL ACCESS-SUSTAINABILITY OF EXISTING & PROVISION OF NEW RURAL CONNECTIONS. III)PROVISION OF PASSIVE AS WELL AS ACTIVE MOBILE & GENERAL INFRASTRUCTURE, IV) BROADBAND SERVICE
