4. Court Reminder System The goal of the Court Reminder System is to: Increase juvenile court appearances of youth and encourage parent/family participation Reduce disproportionate minority contact at the detention level Reduce the number of pick-up orders and detentions Expedite cases through the juvenile court system Provide services and support to strengthen families and enhance youth functioning 10/7/20154

Court Reminder System A minimum of two calls will be made to the youth and/or parent or guardian: the first call about two weeks before the court appearance date and the second 24 hours before the court appearance date. The purpose of the contacts will be to: Emphasize to youth and to parents/guardians the importance of appearing in court and the consequences of not appearing; Identify and resolve barriers that may prevent a youth from appearing in court; Identify other issues the family may be facing and utilize 2-1- 1’s comprehensive resource information to link families with programs and services to meet their needs. 10/7/20155

Failure to Appear Notifications FTA Pilot Project - The 17 th Judicial Circuit Assistant State Attorney, Juvenile Division requested that a pilot program be implemented in the 17 th Judicial Circuit of Florida, Juvenile Delinquency Division that would give select juveniles who failed to appear in Judge Michael Orlando’s court room the opportunity to appear before the Judge before a Pick-Up Order is issued, with the goal of reducing the number of juveniles who are securely detained for a Failure to Appear. 10/7/20156

7. For those juveniles who Fail to Appear in Judge Michael Orlando’s courtroom for arraignments, first hearings and statuses on Violations of Probation or Notices to Appear and whose case is of a nature that they do not pose a threat to the community, the pickup order will be set aside until the next scheduled hearing date (following Monday or Friday, depending on which would be 3 calendar days later), allowing the juvenile the opportunity to appear in court before a Pick-Up Order is issued. The Case Manager assigned to Judge Michael Orlando will re- schedule court dates for those cases who qualify for this pilot program until Monday or Friday, allowing 3 days for the juvenile to be notified of the new court date. 10/7/20157

8. The Case Manager will provide the names, contact information and new hearing date of each juvenile who Fails to Appear and whose case file has been set aside pending a new court date, to the Superintendent of the Broward Regional Juvenile Detention Center on a daily basis. The court case manager will contact the Superintendent and/or designee via email 24 hours from the date that the case is set aside. The Case Manager provides data on a weekly basis to the Superintendent of the Broward Regional Juvenile Detention Center on the number of youth who appear in court. If contact cannot be made before the assigned court date, the Superintendent or her designee will notify the Case Manager in written format via email. The Superintendent or her designee will create a tracking mechanism and track the number of successful contacts made and provide a final report 14 days after completion of the pilot program. 10/7/20158

9. Results Results – The initiative began on September 8, 2010 and during the next 5 weeks, 18 youth who failed to appear before Judge Orlando qualified to participate in this program. 13 juveniles were contacted and appeared in court. Three juveniles had pick up orders issued and two juveniles’ cases were rescheduled. There is a 72% success rate. No more than 3 phone calls had to be made to each juvenile, and out of the 13 juveniles contacted, they left messages for 2 and had conversations with 11. Some of the reasons youth and/or parents gave as to why they failed to appear were that they lost their paperwork, forgot about the hearing date or they did not understand that they had to appear for a hearing. No one expressed concern about transportation issues. 10/7/20159

Disproportionate Minority Contact Work Group Broward DMC Committee Action Steps To digest and package data on community needs… The DMC subcommittee is currently working with Steve Strickland from 211 on obtaining data regarding prevention programs available in the community. This includes program availability in high DMC areas. To identify and bring in partners… In order to consolidate DMC efforts within the Broward community, the JJ Board, JDAI and Broward Children’s Strategic Plan DMC subcommittees joined together and have been meeting on a monthly basis to discuss strategies to reduce DMC in Broward. Strategy: Increase law enforcement training of juvenile issues. Strategy: Approach Police Chief’s Association to discuss DMC and provide alternatives to arrest. Strategy: Increase School Board’s awareness of civil citation options that will be available in the community on October 1, 2010. 10/7/201510

11. DMC (cont’d) To identify funding opportunities… Fran Klauber and Audrey Stang had a RFP review meeting with Providers interesting in applying for a DJJ grant to reduce DMC in Broward. Several Broward Providers applied for funding and Harmony Development Center was awarded $100k to serve the non- offending siblings of youthful offenders in high DMC areas. To provide legislative advocacy… Law enforcement training is part of the focus of current DMC reduction efforts. Legislative advocacy has been briefly discussed by the subcommittee as possibly necessary to improve law enforcement training of juvenile issues. 10/7/201511
