3 ITU Regional Development Forum - Warsaw 7 May Wireless broadband in the RSPP At least 1200 MHz to support 30 Mbps target Authorisation of existing harmonised EU spectrum to be completed, end 2012; 800 MHz band licensed, beginning 2013; exceptions in justified cases; Link to Inventory of spectrum usage.

5 ITU Regional Development Forum - Warsaw 7 May Objectives of the Inventory To allow identification of spectrum bands where efficiency of existing spectrum use could be improved, in order to accommodate spectrum demand in support of Union policies, promote innovation and enhance competition To cover public and private use, i.e. commercial and governmental

6 ITU Regional Development Forum - Warsaw 7 May Features of the Inventory Transparency (importance of involving stakeholders) Permanent mechanism to deliver dynamic inventory and to avoid doing everything at once Low administrative burden and costs for the Member States (avoid duplication) Integration of EFIS Respect of national rules on confidentiality

7 ITU Regional Development Forum - Warsaw 7 May Input to Supply Side of the Inventory EFIS Public information on rights of use (400 MHz – 6 GHz) National Databases Restricted information on rights of use (400 MHz – 6 GHz) Other relevant data to assess efficiency Supplementary Data Commission study, Commercial data (e.g. Geo-location database and individual users), Equipment sales Monitoring data, for an evidence-based review Demonstrators (Nationwide, Urban, Rural, Border area)

8 ITU Regional Development Forum - Warsaw 7 May Input to Demand Side of the Inventory Radio Spectrum Policy Group Opinion: Identify main drivers and need for harmonisation; consult widely; assess efficiency; evaluate impact Commission Studies: Demand Side - Technology trends; Consumer demand; Identify Spectrum Users with similar needs Methodology for further analysis Process of Stakeholder Consultation (2013): Starting as part of the study Establish timetable for national and EU wide events

10 ITU Regional Development Forum - Warsaw 7 May Needs for Shared Spectrum Increasing importance of wireless connectivity Huge growth in use of license-exempt bands Exponential growth of wireless data traffic In Europe, Wi-Fi networks carry more than 20 times as much internet data as all cellular networks combined and more than half of all smartphone traffic is routed over Wi-Fi Wi-Fi data traffic growing 4-6 times faster than cellular Trend toward mobile data offloading to WiFi and smaller cells highlights core role of shared spectrum in broadband innovation Implications for spectrum policy & future dividends
