9 Logical Approach Lit Review The Department of Labor stated : – The unemployment rate among ex-offenders is between 25 and 40%. – Without assistance in transitioning back into the community, the majority of offenders return to criminal activity. – Joblessness among ex-prisoners has been broadly linked to recidivism rates.
