3 ACAA: Home Energy Assistance Fund El Paso Gas Settlement ◦$43 Million ◦$3 Million for low income energy assistance ◦Newspaper Article ◦Call to a lawyer ◦Call to Arizona Attorney General’s office ◦Call to DES (Sandra Mendez)

4 Formal request of the DES Director ◦Three options were presented: ◦Create a non-profit fuel fund ◦Create a Trust Fund ◦Put the money out as LIHEAP (or bill assistance)

5 ACAA developed a proposed structure, working closely with CSBG Staff An RFP was published by DES A scope of work was developed An award was made

6 Structure Structure of the Fuel Fund ◦ACAA received administrative funds ◦DES received administrative funds ◦The remaining money was put out in three tiers with a match requirement ◦First Tier – 6:1 match ◦Second Tier – 3:1 match ◦Final Tier – 1:1 match ◦Three year time-frame to realize the funds

7 Where The Funds Came From SW Gas Arizona Public Service Unisource Energy Services – gas and electric Stardust Foundation Unclaimed Utility Deposits

8 Funding Later funding came from ◦SRP ◦Semstream Propane ◦Global Water ◦EPCOR Water ◦Still working on Tucson Electric Power

9 Beginning Started with total funding of: ◦Successfully completed the match and drawdown of approximately $2 million before 3 years was up Began with bill assistance, and have expanded to weatherization funding, education and outreach

10 Today Funding available for this program is $10 million and growing We are serving thousands of households that would not have been served Invested for additional growth and all the funding we bring in is invested and used to serve additional families

11 High Impact – on its way Investing $25,000 in asset development – IDA’s and Incentivized Savings Accounts
