Cotonou, Benin16-17July 2012 OMC/R Raw DATA Christian BLANCHARD CEO Planet Network International ITU-T Workshop on Practical measurement of QoS/QoE Parameters for Regulatory compliance (Cotonou, Benin16-17 July 2012 )

PLANET NETWORK INTERNATIONAL 2 RPM SYSTEM OMC/R Raw DATA approach Processing Raw Data Results Overview QoS VS Regulators

3

Current situation on how to control QoS? How to effectively control the QoS? Drive Test and / or Monitoring 24hours/24? Cotonou, Benin, July 2012

5 Objectives of Quality of Service for regulators regarding to Users What are the Expectations of a User for QoS in mobile networks ? Network availability (probability of obtaining a new call), Maintaining communications, Voice quality of communication One of the main roles for the regulator is : Ensure compliance with the application of the specifications provided to operators in the awarding of the license, To assist operators in their efforts to improve the QoS to satisfy the final consumer The key points to control the QoS of the networks?

6 What are The key points to control the QoS of the networks? Regularly monitor and enforce the specifications strictly Ensure a good network coverage and a good voice quality Ensure competition between operators for lowering call prices Communicating the results of the network status to end_users …

7 Current state about measurement of QoS Drive test and/or END TO END measurement are mainly outdoors and periodic: o some parts of the territory or buildings, highways and main roads o a given period : once a year for over a month

Current state about measurement of QoS However, they have an interest, that of measuring such coverage They reflect a snapshot of the state networks Cotonou, Benin, July 2012 They are tools greatly appreciated by the regulators and operators

Others current state/QoS measurement Customer complaints: This is an important source of service quality that cannot be ignored. The protocol analyzers: They are connected to the BTS, BSC and MSC over time to check for problems on the mobile network. Cotonou, Benin, July 2012

A new and Complementary Approach Cotonou, Benin, July 2012 In 2005, PNI designed a complementary tool which provide KPIs Reports 24 hours a day. Reports take into account OMC/R RAW DATA

Cotonou, Benin, July 2012 OMC/R Raw DATA approach Hardly used by regulators, as long implementation for reasons primarily regulatory They are obtained by collecting raw data from the OMC/R among operators. To be usable, they are transformed into KPI (Key Performance Indicators). KPIs are obtained using formulas and the compilation of various data. KPIs are used to assess the maintenance of the call, the volume of traffic, quality of service across the network. KPIs can thus detect cells at fault, the peak hours.

Some KPIs commonly used Failure rate of HO Handover Request or DL / UL Quality Rate: commonly used threshold <2% Call Setup Success Rate (CSSR):> 95% Call Drop Rate (CDR): commonly used threshold <2% Levels of congestion or TCH Blocking Rate: commonly used threshold <2% Cotonou, Benin, July 2012

KPI'S from OMC/ R are key elements: Indisputable, as from raw data permanent and traceable over time.... To be usable, they are transformed into KPI (Key Performance Indicators). OMC/R Raw DATA approach

14 RPM SYSTEM OVERVIEW

15 The solution put forth by PNI RPM SYSTEM SOLUTION

16 QoS control system System that records each call from each subscriber 24h/24 no matter its location in a given network System at the forefront of Web technology Powerful database system Multi-vendors (compatible with all vendor equipment of operators around the world) Multi-technology : 2G, 3G, 4G … Completely designed to meet the needs of regulators

17 This system provides the following services and more to regulators: Functions of analysis, edition reports and alarms Historic of data by operator Supervision and monitoring monthly for the issuance of penalties against the operator which does not respect the specifications Better quality of service ensured for the end users QoS control system

18 Features of this system: Collecting Raw data counters OMC-R of any equipment Technology based on Web browsing 2.0 Automatic alerts of events by System allowing to send reports automatically by Alarm programming Unequivocal data processing Easy-to-use QoS control system

19 Raw Data coming from Mobile Operator OMC Data Intranet/Internet (secured ssh/https Aministrator User 1User...n Recovery Raw data HOW IT WORKS ? QoS control system

20 User Profile A customizable tool according to each user Homepage User Menu available Exporting results Result of Last month processed

21 User Profile Editing reports after collection and data analysis Factor integrity and reliability of the month 100% of the indicators present for the day 24 hours of data for present day Data missing or not yet integrated for the month

22 User Profile Investigate data easily using Query Builder Fields need for the query Fields selected in our query

28 User Profile Interactive visualization of the network on a map GIS 3D Overview (HO SUCCESS RATE) Intervals defined for this KPI Coverage area of cell 347 for this interval

29 Processing RAW DATA from the OMC-R Tool: RPM SYSTEM PLANET NETWORK INTERNATIONAL

30 Results Overview An example using Operator XXXX Data processing for the month of December 2009 Reliability of data provided by the operator

31 Results Overview Operator XXX: Showing Alarm Results from April to December 200X Alarm Results

Results Overview Results by severity level Operator XXXX: Showing severity level results from April to Dec 200X 32

33 Results Overview Number of cells identified Operator XXXX: Showing recurrent faulty cells from April to December 200X

Conclusions and Recommendations Drive Test OMC/R Raw Data Cotonou, Benin, July 2012 Voice quality measurement (users perception) A specific audit = current network status Measurement of Key Performance Indicators (KPIs) and Key Quality indicators(KQIs) Establishing a system of QoS management Permanent Penalties Unequivocal Are they in competition?
