7 7 IRU International Commissions & Working Parties Secure good quality and innovative infrastructure Simple, fair, transparent infrastructure charging for all modes No double payment, no increase in fiscal burden / what is paid today? Earmarking of the revenues to modes where charging is drawn from Interoperability of electronic charging systems essential Use TEN-T, CEF and EFSI funds for missing road links, parking, alternative fuels infrastructure etc.

10 10 IRU’s approach to combat illegal taxis or the fake shared economy Taxis are part of public transport Level playing field essential Rules exist for a reason and must be obeyed by all and enforced Propose EU access to profession rules for taxis and hire cars with driver

11 11 Access to market problems spreading  Ban on Agricultural produce €700 million loss for EU hauliers  Weekly rest France, Belgium Administrative burdens and additional costs  Minimum wage €8.50/hour in Germany France might introduce some kind of similar system  Restrictive operations Local limitations on how to perform transport operations

12 12 Unfair competition Unfair competition by exploiting loopholes in the system Unclear rules Different interpretations and practices, misleading statistics Price pressure Increased pressure from e.g. state owned integrators on prices without consequences for shippers and/or freight forwarders Fix the market conditions IRU want competitive environment with level playing field IRU want simple rules, uniform interpretation and adequate enforcement IRU want access to profession and joint liability across the supply and mobility chain
