Green Paper - basis for future of an European policy on urban transport as part of European transport policy EC implementing a work programme for clean urban transport - CIVITAS initiative, research and demonstration, awareness rising projects and actions

5 www.rec.org EU Sustainable Development Strategy (1) Overall Objective: Transport systems should meet society’s economic, social and environmental needs whilst minimising their undesirable impacts on the economy, society and the environment Operational objectives and targets Decoupling economic growth and the demand for transport – to reduce environmental impacts. Achieving sustainable levels of transport energy use and reducing transport GHG emissions. Reducing pollutant emissions from transport- minimise effects on human health and environment.

6 www.rec.org EU Sustainable Development Strategy (2) Achieving a balanced shift towards env. friendly transport modes. Reducing transport noise both at source and via mitigation measures-minimise health impact. Modernising the EU framework for public passenger transport services for better efficiency and performance by 2010. In line with EU strategy on CO2 emissions from light duty vehicles, average new car fleet should achieve CO2 emissions of 140g/km (2008/09) and 120g/km (2012). Halving road transport deaths by 2010 compared to 2000.

7 www.rec.org Thematic strategy on the urban environment (Sustainable urban chapter) Measures to deal with rising volumes of traffic and on-going measures on emission standards Recommendation: develop and implement Sustainable Urban Transport Plans (SUTP) SUTP – would cover all urban area, reduce negative impacts of transport, tackle rising volumes of traffic, link to regional and national plans and strategies, cover all modes of transport to change modal split, link to land planning Specific objectives, targets, solutions and packages of measures - decided at local level

9 www.rec.org Transport Policy vs. SAP The Stabilisation and Association Process (SAP)-prospects of closer relationship with EU and agenda for the countries to reform, to adopt and share European values and norms. SEE countries making enormous effort to fulfil the requirements needed to become a member of EU and to follow its recommendations In this context, it is extremely important that SEE countries continue to improve their urban transport situation and follow the EU transport policy guidelines
