Member States (MS): Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Romania, Slovakia and Slovenia Associated Countries (AC): Albania, Bosnia and Herzegovina, Faroe Islands, Former Yugoslav Republic of Macedonia, Moldova, Montenegro, Serbia, Turkey and Ukraine How does it work? Through cooperation with leading R&I performing EU Member States & Associated Countries. Cooperation is established through several actions: “Teaming”, “ERA-Chairs”, “Twinning”, “COST” and more.

7 Horizon 2020 - Spreading Excellence and Widening Participation - TEAMING Objective: Establishing a new Centre of Excellence or upgrading an existing one in low R&I performing countries Two parties for Teaming :  A public or private institution of research and innovation excellence or a consortium of such institutions  A research organisation from a low R&I performing Member State Two stages for Teaming :  Stage 1: Submitting a Business Plan Demonstrating the potential of the future Centre, to develop new regional cluster formation, or connect effectively with an existing one Describing prospects of the hosting country or region to support the initiative Selected consortia will receive 12 month funding for further development of the plan Funding: € 0.2 - 0.5 Million  Stage 2: Selecting consortia for 5-7 years funding Grant for setting up the Centre of Excellence, to be complemented by substantial funding from national authorities. Funding: € 15 Million

17 Spreading Excellence and Widening Participation Twinning Programme What? Strengthening a defined area of research of a knowledge institution in a low performing Member State or region through linking with at least two internationally-leading counterparts in Europe. How? Proposals: Will have to outline the scientific strategy for stepping up and stimulating scientific excellence and innovation capacity in a defined area of research as well as the scientific quality of the partners involved in the twinning exercise. WHEN? 2 calls: 2015, 2017 and ? Budget: ~ 100 Mio. EUR

18 Spreading Excellence and Widening Participation Twinning Programme Specific challenge … to address networking gaps and deficiencies between the research institutions of the Widening countries and internationally-leading counterparts at EU level. Driven by the quest for excellence, research intensive institutions tend to collaborate increasingly in closed groups, producing a crowding-out effect for a large number of promising institutions. Scope/Objective Twinning aims at significantly strengthening a defined field of research in a university or research organisation from a WIDENING Country by linking it with at least two internationally-leading research institutions in other Member States or Associated Countries. Twinning will: Enhance the S&T capacity of the linked institutions. Help raise staff’s research profile as well as the one of the institutions involved.

19 Spreading Excellence and Widening Participation Twinning Programme Successful Twinning proposals will have to clearly outline the scientific strategy for stepping up and stimulating scientific excellence and innovation capacity in a defined area of research as well as the scientific quality of the partners involved in the twinning exercise; are encouraged to explain how the Twinning activity will contribute to the overall Smart Specialisation (or any other relevant thematic regional/national) Strategy of the specific location of the initiating institution; should include a comprehensive set of measures to be supported.

20 Spreading Excellence and Widening Participation Twinning Programme Impact measurable and significant improvement in the overall scientific and innovation capacity of the initiating institution in a particular area of research; linkages with research intensive counterpart institutions in other Member States ; positive impacts on the overall research and innovation potential of the Member State or the region the initiating institution is located in. Improvement could be (e.g.) measured through increased peer-reviewed publications; increased impact factors in terms of citations etc. Impact indicators should reflect an increase in relative terms based on the situation before the project compared to the projected situation immediately after the project is completed, as well as within the foreseeable future after completion. are important for determining the potential regional and national impact, as well as long-term sustainability and viability of the beneficiary organisations.

22 Spreading Excellence and Widening Participation Twinning Programme Eligible Costs Funding for: short term staff exchanges expert visits and short-term on-site or virtual trainings workshops conference attendance organisation of joint summer school type activities dissemination and outreach activities Equipment will NOT be funded no support to infrastructure and equipment no support for hiring new permanent research staff however, personnel costs ( i.e. salaries) are eligible

23 Spreading Excellence and Widening Participation Twinning Programme Eligibility conditions The applicant organisation should be established in a Member State that is ranked below 70% of the EU27 average of the composite indicator on Research Excellence. The selected corrective threshold of 70% of the EU average has been chosen in line with the particular policy requirements of the measure, to ensure the greatest possible impact through targeting only the lowest performing Member States, and thereby maximising the real value of these actions. The following Member States will be eligible to submit proposals: Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Romania, Slovakia and Slovenia The following Associated Countries will be eligible to submit proposals: Albania, Bosnia and Herzegovina, Faroe Islands, Former Yugoslav Republic of Macedonia, Moldova, Montenegro, Serbia, Turkey and Ukraine

24 Spreading Excellence and Widening Participation Twinning Programme Composite indicator of Research Excellence measures the research excellence in Europe "Research and Innovation Performance in EU Member States and Associated Countries 2013 - Innovation Union progress at country level" http://ec.europa.eu/research/innovation-union/pdf/state-of-the-union/2012/innovation_union_progress_at_country_level_2013.pdf http://ec.europa.eu/research/innovation-union/pdf/state-of-the-union/2012/innovation_union_progress_at_country_level_2013.pdf meaning: – the effects of European and national policies on the modernization of research institutions – the vitality of the research environment and – the quality of research outputs in both basic and applied research. The indicator is composed of four variables: the share of highly cited publications in all publications where at least one of the authors has an affiliation in a given country number of top scientific universities and public research organizations in a country divided by million population patent applications per million population total value of ERC grants received divided by public R&D performed by the higher education and government sectors
