4 Overview of the FY 2010-11 May Revise General Fund deficit of $19.1 billion Governor’s proposals to close the deficit: –Expenditure cuts: $12.4 billion –Federal funds: $3.4 billion –Alternative funding: $1.3 billion –Fund shifts and loans: $2.1 billion –Revenues: $0 Major expenditure cuts: –Eliminate CalWORKS & most child care funding –Reduce In-Home Supportive Services –Delay funding to schools –Mandatory personnel leave for state employees –Cuts to county administration funding

5 Impact on THP-Plus In January, Governor proposed to eliminate THP-Plus and many other programs if California didn’t get $6.9 billion in federal funds. May Revise does not include a proposal to eliminate THP-Plus However, Governor sustained his $133 reduction to Child welfare Services ($80 GF). THP-Plus is one of 30+ programs within CWS.

6 Managing THP-Plus is Uncertain Times What To Do: Make sure all THP-Plus invoices are submitted to county and all county claims are submitted to state. Communicate regularly to share information, stay informed (between providers and with the county) Develop a local strategy that identifies a prudent contingency plan Get involved with Coalition to Protect our Children, Protect our Children

7 What NOT to do: Be worried that THP-Plus will be eliminated –We’re in the same boat as other CWS programs Dramatically reduce program census based on fear, not information Managing THP-Plus is Uncertain Times

8 State Budget Process: Next Steps Both Senate and Assembly have voted to fully restore CWS cut Identical actions means the CWS cut will not be subject to further consideration by the Budget Conference Committee Important to remain vigilant to ensure this doesn’t get pulled back into Conference Committee.
