2 Geography: To Advance Business & Government Using ……. The Power of “Place” to Support Decision Making

3 How do we make decisions on these critical issues? Reducing crime Reducing crime Enhancing public safety Enhancing public safety Containing costs Containing costs Homeland Security Homeland Security Managing growth Improving accountability Disaster mgt. Protecting the environment

4 What if there was a tool that could integrate data from diverse sources — and visually analyze data to support decision making — many times faster than any other tool?

5 Geographic Information Systems (GIS) Giving decision-makers the power to make more informed decisions.

6 Imagery Elevation Geodetic Control Boundaries Surface Waters Transportation Land Ownership Other Thematic Data Base Data Relationships Among Data Build Once, Use Many Times Gas Lines Sewer Lines Water Lines Power Grid Demographics Flood Zones

7 N.C. Department of Public Instruction wanted to manage school buses more efficiently.

11 To make informed decisions, we have to gather the right information. …using the best data available.

12 Realities Among Data Relevant data is often hard to find and in incompatible forms. Relevant data is often hard to find and in incompatible forms. Information describing data is often non- existent. Information describing data is often non- existent. Framework data does not exist for broad geographic areas. 13 13 So What do we need??? n Common language n Common reference system n Common framework n Spatial Data Infrastructure (SDI) … a National Spatial Data Infrastructure

14 So how does the FGDC and the NSDI fit into the picture??? n Federal Geographic Data Committee (FGDC) n n National Spatial Data Infrastructure (NSDI) … and how does this all fit into Homeland Security? n Federal Geographic Data Committee (FGDC) n n National Spatial Data Infrastructure (NSDI) … and how does this all fit into Homeland Security?

15 Create a National Spatial Data Infrastructure (NSDI) ……… To encourage the collection, processing, archiving, integrating, and sharing of geospatial data and information using common standards and interoperable systems and techniques To encourage the collection, processing, archiving, integrating, and sharing of geospatial data and information using common standards and interoperable systems and techniques ….. and accessible via the web To encourage the collection, processing, archiving, integrating, and sharing of geospatial data and information using common standards and interoperable systems and techniques To encourage the collection, processing, archiving, integrating, and sharing of geospatial data and information using common standards and interoperable systems and techniques ….. and accessible via the web

22 What does the FGDC do……? It builds alliances to: ‘The Carrot and the Stick’ n Building policy ……………..is like the stick n Creating incentives ……………..is the carrot Community Agreements Program …..CAP Grant program -- the carrot ‘The Carrot and the Stick’ n Building policy ……………..is like the stick n Creating incentives ……………..is the carrot Community Agreements Program …..CAP Grant program -- the carrot

23 The Federal Geographic Data Committee …. what’s new? Major focus within the Federal Government Major focus within the Federal Government An effort to reach into states and communities An effort to reach into states and communities Need a sustained effort to drive the concept and application to the states and local governments Need a sustained effort to drive the concept and application to the states and local governments Major focus within the Federal Government Major focus within the Federal Government An effort to reach into states and communities An effort to reach into states and communities Need a sustained effort to drive the concept and application to the states and local governments Need a sustained effort to drive the concept and application to the states and local governments

24 The Federal Geographic Data Committee …. what’s new? n Geospatial One-Stop –E-gov –E-com n FGDC Future Directions n Geospatial One-Stop –E-gov –E-com n FGDC Future Directions

25 What is the President’s management agenda? President’s management agenda : …… pathway to a government that delivers results…. Making it … easier, faster, cheaper…. for all levels of government and public to access geospatial data and information

26 What is the President’s management agenda? E-Government ….. Use of digital technology to transform government operations to improve efficiency and effectiveness It is a means to an end; not an ‘end’ in itself………. It is a means to an end; not an ‘end’ in itself……….

27 What is Geospatial One-Stop? Goal ….. Provide federal and state agencies with a single point of access to geographic information reducing/eliminating redundant data collection and archives. Milestones ….. Identify federal inventory of framework data Identify federal inventory of framework data Focus on standards Focus on standards Deploy Geospatial 1-stop portal Deploy Geospatial 1-stop portal

28 So how does does all of this relate to the NSDI??? nOne and the same……… nAnother way to promote and drive some of the basic cannons of the NSDI nReally a mechanism to: –keep the pressure on ……. –To keep the principles of the program in front of the NSDI advocates and the user community –To percolate the concepts to the lowest levels

29 The Federal Geographic Data Committee …. what’s new? n Geospatial One-Stop –E-gov –E-com n FGDC Future Directions n Geospatial One-Stop –E-gov –E-com n FGDC Future Directions

30 FGDC/NSDI Future Directions Why do we need to …….? Added Geospatial One-Stop Added Geospatial One-Stop 1994 & 97 strategic plans developed 1994 & 97 strategic plans developed New staff director New staff director Really need the local data holdings to adopt Really need the local data holdings to adopt Questions about the coordination of NSDI, GOS, and CTM Questions about the coordination of NSDI, GOS, and CTM Attention to Homeland Security Attention to Homeland Security Where do we want to be in 2014? Where do we want to be in 2014?

31 FGDC/NSDI Future Directions What is the process????? FGDC staff built straw-man FGDC staff built straw-man Involve other stakeholders Involve other stakeholders Consumed the entire FGDC coordination committee Consumed the entire FGDC coordination committee

32 FGDC/NSDI Future Directions VISION: Current and accurate geospatial data will be available to contribute locally, nationally, and globally to economic growth, environmental quality, and stability, and social progress

33 FGDC/NSDI Future Directions 1. Forging partnerships with a purpose Expand the governance model

34 FGDC/NSDI Future Directions 2. Making framework real …generating framework data themes that will include collection, documentation, access, and utilization of data.

35 FGDC/NSDI Future Directions 3. Communicating the Message …recognized across the nation as the primary source for the availability and use of reliable spatial data

36 So, how does all of this fit into homeland security????? n Homeland security needs accurate geo- referenced data and information on a timely basis –Disparate data –Easily accessed –From local, regional, national as well as private and utility sources n And without it, homeland security will be a failure

37 Accurate, comprehensive data are at the heart of information technology ….and geographic location is the key feature in 80-90% of all government and utility data/information

38 Why is Geospatial data so critical? It is an invaluable tool for handling, displaying, and analysis for: DetectionDetection PreparednessPreparedness PreventionPrevention ProtectionProtection Response and recoveryResponse and recovery

39 We are fortunate because…. The US implemented the Federal Geographic Data Committee (FGDC) to raise the awareness of and need for organizing geospatial information –Staff of about 26 people supporting the Secretary of the Interior –Committee of 19 Cabinet Offices

40 The FGDC already has …….. Well established network with federal, state, local, tribal, and related partners to collect framework data Well established network with federal, state, local, tribal, and related partners to collect framework data Existing clearinghouse network for rapid data discovery, sharing, and protection of critical information Existing clearinghouse network for rapid data discovery, sharing, and protection of critical information e -gov portal now in place e -gov portal now in place Close collaboration with industry and international standards organizations Close collaboration with industry and international standards organizations

41 From a NSDI standpoint, there are gaps that need attention….. n Several standards for a number of framework data sets that need refining n All the NSDI framework themes are not complete n Still inconsistent road data local to national n Still some data not openly shared

42 Newly created Department of Homeland Security (DHS)……. Bills in Congress identifying the duties for the CIO of DHS for geospatial preparedness Manage geospatial information needs for DHS Manage geospatial information needs for DHS Establish standards for data/metadata and systems interoperability Establish standards for data/metadata and systems interoperability Liaison with the FGDC Liaison with the FGDC Provide financial incentives to state, regional, local, and tribal governments Provide financial incentives to state, regional, local, and tribal governments

43 This is an opportunity!!! An opportunity for the FGDC to carry on with the critical work of building an NSDI ……to keep the pressure on!

44 Opportunities such as…….. The FGDC, Geospatial One-Stop (e-gov), and the National Mapping Program working together to provide a unified grant program The National Mapping Program is concentrating on keeping the mapping for 133 cities current

45 Opportunities such as…….. FGDC’s Homeland Security Working Group Supports the preparation for, protection against, response to, and recovery from natural and human caused disasters

46 FGDC’s Homeland Security Working Group … initiatives: Unified map symbology Unified map symbology  Draft standards out for review  Will be submitting to US national standards organisation  www.fgdc.gov/HSWG (case sensitive) www.fgdc.gov/HSWG Recommend guidelines for identifying sensitive data content Recommend guidelines for identifying sensitive data content  Also out for review

47 In short we need to ensure…. A comprehensive NSDI A comprehensive NSDI Interoperable systems that process the data and information Interoperable systems that process the data and information Common processes for collection, processing, archive a distribution Common processes for collection, processing, archive a distribution Willingness to share the data or at least information about the data Willingness to share the data or at least information about the data Policies that allow/encourage sharing Policies that allow/encourage sharing
