2 Standards Council of Canada Conseil canadien des normes The Canadian Enquiry Point Primary responsibility for implementing all of the WTO Agreements in Canada lies with International Trade Canada (ITCan). Under contract to ITCan, the Standards Council of Canada (SCC) operates both the Canadian Notification Authority and Enquiry Point. Roles: 1. Fulfill the notification requirements of the WTO TBT/SPS and NAFTA Agreements, as well as distribute WTO notifications to Canadians. 2. Provide information and respond to technical enquiries

4 Standards Council of Canada Conseil canadien des normes Publication of regulatory measures Monitor federal and provincial Gazettes and identify trade- related measures that should be notified to the WTO. Federal Level Draft federal regulations are published in the Canada Gazette, Part I, which is available on the Internet Consultation among stakeholders Regulatory Impact Analysis Statements (RIAS) 75 days for comments as per Canadian Federal Regulatory Policy Determine impact on international trade in cooperation with regulatory agencies and ITCan. Sub-national Level Provincial regulations are published in their respective Gazettes Low level of such notifications Canada’s challenge

5 Standards Council of Canada Conseil canadien des normes Preparation and Submission of Notifications in Canada PREPARATION: Complete notification format pursuant to recommendations cited in G/TBT/1/Rev.8, section III Clear and descriptive outline of the regulatory proposal Copy and paste content from e-Gazette into notification format Include URL of full text in box #11 of notification format - significant reduction in requests for full text Prepare English and French notification formats SUBMISSION: Prepared notifications are sent to WTO Central Registry of Notifications (CRN) and stakeholders in one electronic transmission

6 Standards Council of Canada Conseil canadien des normes Provision of Regulatory Texts The Canadian Enquiry Point Provides full texts in support of Canada’s notifications upon request from other WTO Member countries Includes URL of full text in box #11 of notification format Provides full texts to NAFTA partners and EC at the time of notification to the CRN.

7 Standards Council of Canada Conseil canadien des normes Service Standards Clients can expect the Canadian Enquiry Point to: Notify federal and provincial trade-related measures within 1 business day of receipt of Gazette. Disseminate WTO notifications to Canadian stakeholders within 1 business day of receipt from WTO. Provide full regulatory texts within 2 business days of receipt from source.
