Regional Policy 2 State of play of negotiations on ETC Regulation Large parts of the ETC regulation had already been agreed in trilogues, as documented in texts adopted by COREPER on 24 April 2013 This included Article 7 on programming, which had also been aligned to the structure of Article 87 CPR In the meantime, political agreement was reached on the whole ETC Regulation (except for financial allocations) and COREPER endorsed corresponding texts on 26 June 2013

Regional Policy 3 Main changes to ETC template Adapted to reflect political agreement reached on ETC Regulation Takes account of comments made by experts in and following last meeting Changes made are also reflected in the model, where necessary

Regional Policy 4 Reflecting political agreement reached on ETC Regulation Agreement reached on thematic concentration mechanism Agreement reached on possibility for outermost regions' programmes to combine cross-border and transnational allocations, including additional allowance pursuant to Article 4 (2), in a single cooperation programme Agreement reached on possibility to implement ESPON and INTERACT under a single thematic objective/investment priority Agreement reached for role of EGTC as a managing authority in carrying out management verifications

Regional Policy 5 Reflecting comments made by experts Footnote on the role of result indicators in the context of performance framework has been inserted (like for the OP template) Geographical coverage of programme area added to strategy section Mechanisms to ensure coordination with macro-regional and sea-basin strategies taken out as a separate point; ways to deal with a programme area covered by more than one strategy set out Clarification on the roles and responsibilities for management verifications, incl. where MA is an EGTC Additional elements on Partnership (based on ECCP)
