2 Title House/Senate Mark Summary For FY 2016, the Administration requests for $2.9 billion for Indian Affairs, an increase of $323.5 million above 2015 enacted levels. House - $2.7 Senate - $2.6 2

3 Title Tribal Nation Building House of Representatives Appropriations Bill, H.R. 2822 Contract Support Costs: The House Bill states: Provided further, That $272,000,000 shall be for payments to Indian tribes and tribal organizations for contract support costs associated with contracts, grants, self-governance compacts, or annual funding agreements between the Bureau and an Indian tribe or tribal organization pursuant to the Indian Self- Determination and Education Assistance Act (25 U.S.C. 450 et seq.) prior to or during fiscal year 2016, and shall remain available until expended. (HR 2822, p. 28) 3

4 Title Tribal Nation Building (cont.) House recommends funding CSC for FY 2016 at $272m. CSC is included in the OIP funding amounts. Funds are available until expended and protected against the use of other appropriations to meet unexpected shortfalls. BIA directed to work with Tribes and Tribal organizations to ensure that budget estimates continue to be as accurate as possible. Bill language does not establish mandatory or indefinite appropriation. 4

Senate Appropriations Bill, S. 1645 Contract Support Costs: The Senate Bill states: For payments to tribes and tribal organizations for contract support costs associated with Indian Self-Determination and Education Assistance Act agreements with the Bureau of Indian Affairs for fiscal year 2016, such sums as may be necessary, which shall be available for obligation through September 30, 2017: Provided, That amounts obligated but not expended by a tribe or tribal organization for contract support costs for such agreements for the current fiscal year shall be applied to contract support costs otherwise due for such agreements for subsequent fiscal years: Provided further, That, notwithstanding any other provision of law, no amounts made available under this heading shall be available for transfer to another budget account. (S 1645, p. 29) 5

6 Title Tribal Nation Building (cont.) Senate recommends funding CSC for FY 2016 at $277 million (amount includes pre-award and start-up). CSC funding is moved to a separate account, which ensures full funding of CSC, but not at the expense of program funding. Establishes an indefinite, discretionary appropriations. CSC need is open for request for additional funding. Bill language does not establish mandatory appropriation. 6

7 Title Tribal Nation Building (cont.) Under Assistant Secretary Support, the Administration requested $12 million above FY 2015 to improve Data in Indian Country" Congress – no funding. 7

8 Title Tribal Nation Building For Small and Needy Tribes the Administration requested $1.2 million above FY 2015. Congress – no increase. 8

9 Title Tribal Nation Building (cont.) Under Tribal Government Program Oversight the Administration requested $4 million above FY 2015 to develop a national One-Stop Tribal Support Center. Congress – no funding. 9

10 Title Tribal Nation Building (cont.) Under Minerals & Mining Central Oversight the Administration requested $4.5 million in new funding to establish an Indian Energy Service Center. House – provides funding. Senate – no funding. 10

11 Title Supporting Indian Families For FY 2016 as part of the Tiwahe Initiative, the Administration request targeted Social Services at plus $6 million above FY 2015. House - $1 million increase Senate - $3 million increase 11

12 Title Protecting Indian Country For FY 2016 as part of the Tiwahe Initiative, the Administration request targeted Law Enforcement Special Initiatives, at $4 million above FY 2015. House - $1 million increase. Senate – provides funding. 12

13 Title Protecting Indian Country For FY 2016 as part of the Tiwahe Initiative, the Administration request targeted Tribal Courts, at $5 million above FY 2015. House - $1.5 million increase. Senate – provides increase. 13

14 Title Protecting Indian Country For Tribal Justice Support: House - $1 million increase. Senate - $10 million increase. 14

15 Title Supporting Climate Resilience in Indian Country For Tribal Climate Resilience, the Administration’s request is $20.4 million above FY 2015. Congress – no funding. 15

16 Title Sustainable Stewardship of Trust Resources For Trust-Real Estate Services, the Administration requests a total of $16.2 million in increases above FY 2015. The House - $1.1 million decrease. The Senate – nominal increase. 16

17 Title Indian Water Rights For Indian Land & Water Settlements, the Administration requests a total of $32 million in increases above FY 2015. House - $30 million. Senate - $5 million. 17

18 Title Education Transformation For Elementary and Secondary Education, the Administration requests a total of $51.8 million in increases above FY 2015. House - $33 million increase. Senate - $8.8 million increase. 18

19 Title Education Transformation For Post Secondary Education, the Administration requests a total of $5.2 million in increases above FY 2015. House – no increase. Senate – nominal increase. 19
