2 Second National Communication F Prepared within the framework of the “Institutional Strengthening for the Preparation of Uruguay’s Second National Communication to the Conference of the Parties in the UNFCCC” project, funded by GEF, implemented by UNDP F Using the new Guidelines approved in COP-8 for the preparation of national communications from Parties not included in Annex I to the Convention F Published in May 2004 and presented during the 20th Subsidiary Bodies meetings : –10 years –10 years from the UNFCCC entry into force –10 years –10 years from the Climate Change Unit creation F Initial National Communication presented in 1997

4 Program of General Measures for Mitigation and Adaptation to Climate Change (PMEGEMA) “Measures to implement the Convention”: Preparation of the Program of General Measures for Mitigation and Adaptation to Climate Change (PMEGEMA) in Uruguay Objective: To identify a set of measures oriented to reduce net emissions of GHG and to facilitate adaptation to climate change F Prepared by sectoral and cross-sectoral specialists with the active participation of working groups, including representatives from national and local organizations. F Process done in permanent consultation with stakeholders from governmental and non-governmental organizations, as well as private and academic representatives. It was a great challenge, but is one of the main lessons learned: the importance of involving all stakeholders

5 Program of General Measures for Mitigation and Adaptation to Climate Change (PMEGEMA) F Submission to national authorities (decision makers) for review and comments. Ministerial Interest F The MVOTMA has declared of Ministerial Interest the implementation of the measures contained in the PMEGEMA (R.M.420/2003, 26 November 2003) Facilitates the procurement of external resources It was a great challenge, but is one of the main lessons learned: the importance of political support In the framework of the preparation of the Initial National Communication, the ENPEP model was applied to assess the impact of mitigation options on GHG emissions from the Energy Sector: first step to focus on specific measures

6 MITIGATION measures for the following sectors: As a result of this process, the Second National Communication includes: MITIGATION measures for the following sectors: u Agriculture u Forestry u Waste u Energy u Transportation Measures selection process: –preliminary identification according to the potential of reducing national GHG emissions –screening process, based on other criteria (environmental benefits, barriers, costs) –the selected measures were thoroughly described; financially and economically evaluated; and social, fiscal and environmental impacts were assessed

7 Mitigation measures Agriculture * Improvement of animal diet by extending seeded pastures and improved fields Forestry * To further Carbon capture through planted forests Waste * Substitution of anaerobic ponds of industrial effluent treatment to intensive anaerobic processes * Operation of new sanitary landfills in Montevideo and Canelones

8 Mitigation Measures Energy * Efficiency improvement in: residential and commercial use equipment building design industrial and service sectors lighting in residential and service sectors * Expansion of renewable non-conventional energies (eolic park and biodiesel) Transportation * Optimization of urban transportation system of Montevideo *Utilization of CNG and LPG in: cars and cabs, buses and trucks * Use of bicycles and construction of bicycle lanes

9 First investment project for the GHG mitigation in Uruguay, with co-partnership of the Ministry of Housing, Territorial Regulation and Environment, the Municipality of Maldonado, the private enterprise that operates the sanitary landfill, the Electric Governmental Enterprise (UTE), the GEF, WB and UNDP Involvement of all these stakeholders is a challenge, but it is the way to make it possible !
