In-country review European Communities Category 5 Land-use Change and Forestry Prepared by Xiaoquan ZHANG (ERT)

Sector Overview (6) Completeness (2) Background data of categories not provided because not all MS provide relevant background data. LUCF information in EC CRF Summary 3, table 7 are filled in using NE although relevant information were elaborated in NIR.

Sector Overview (10) QA/QC There is comprehensive QA/QC in the whole inventory process of the European Community, including for the LUCF sector. Several projects have been implemented for harmonizing inventory and reporting in the LUCF sector of member states More efficient checking of internal inconsistency within/among reporting of MS is desirable

French CH4 fluxes

The net removals for the LULUCF sector are reported in a consistent way from 1990-2003, but the notation keys and gross estimates are not. For example between 1990-2000, only net removals were reported in CRF-tables. Both net and gross estimates are reported after 2000 (Pag 173 Swedish NIR 2005) Sweden: CRF sector 5A

Sector Overview (4) The updated information shall be provided along with 2006 submission.

Areas for further improvement Identified by ERT Following LULUCF CRF and relevant new guidelines. More active to consistent checking and comparing of data within/among MS.
