2  Moderate behavior and attitudes for addressing social change  Establishing norms (values, ethics, protection discipline etc) for good citizenship and entitlements  For building effective work force

3  Allocation of resources Human resource (reduce teacher student ratio 1:15) Time (increase contact time of teachers with students) Provision of Supplementary Reading/Teaching Material Infra structure- (optimum utilization)

4 Optimum utilization of time- Keep students and teachers engaged in educational/ learning (in and outside class) activities. Use classrooms in shifts (morning and evening shifts) Increase Teacher student time by splitting students in 2 shifts It will enhance personal contact with student and effective behaviuor modification be ensured

5  Teachers lack leadership skills. This deficiency creates governance issues and adversely affects teaching learning process.  In order to overcome low achievement scores, capacity building of teachers and school managers for school development plans should be emphasized.  2-3 Week Leadership Training should be initiated for teachers.

6  At the time of appointment, professional qualification may be made mandatory from recognized university as full time students.  Course of studies for pre-service teachers may be modified by allowing students to spend half of the time i.e. 18 weeks of course duration for practice in schools.  01 year probation / internship for BEd students in Government schools must be ensured.  3 to 5 marks may be given during their regular appointment along with the fulfillment of all other requirements.

7  Teacher appointed for primary level may continue in the primary level with provisions of promotions subject to other pre-requisites. Same may be applied for elementary & secondary level teachers.  Annual increments and promotions may be subject to employees’ performance.

8  The CPD programme may be embedded in elementary & secondary public schools.  Head teacher would be given responsibility to supervise this activity.  There should be weekly sessions/workshops for professional development of teachers  The CPD should be linked with training credits and personal development for promotions.

9  Teacher training arrangements, accreditation/licensing and certification procedures shall be standardized and institutionalized.  An authority (like GTC, UK)may be established in Punjab for; Developing the standards for teachers and institutions, Pre service courses standardisation Licensing the teachers Accreditation of pre-service education institutions

10  ECE Rooms Utilization Plan may attract more students and parents if this this facility starts in 2 shifts of 3 hours each in schools where ECE Rooms have been developed.  ECE teachers ‘ cadre to be established with qualifications in pre service and support through in-service CPD  Support partners may be contacted to provide food to such students in critical circumstances.

11  Vocational education and training may be revived in the schools of Punjab.  It should be mandatory for students from the age 11 to 16 years.  As per the aptitude of the students, they should be provided with training on woodwork, electric work computer, home economics etc.

12  Excellence schools should be established for various trades/ vocational outcomes  Linkages should be developed with the market for end use of vocational training outcomes to address needs of the current and future times

13  In all schools, “activity based learning” may be ensured through a notification.  It can be implemented as the teachers’ guides available in schools are having methodology for the same purpose.  Students should be engaged in Physical training/sports, art and craft.  Daily mile: 15 minutes walk

14  In classrooms, students may be involved in “pairs” where a senior student may extend help to a junior one. It may be made mandatory by modifying the academic calendar  2 periods / fortnight may be included for this learning practice.

15  Clubs/houses should be established and prefects should be selected from brilliant students to give encouragement and confidence with motivation to the students.  On monthly basis students may be identified as “best students of the month” on their performance.
