2 UNDP  On the ground in 166 countries  Offices in all African countries  Focus on democratic Governance; Poverty Reduction; Energy and Environment; Crisis Prevention & Recovery and HIV/AIDS  UNDP Resident Representative normally coordinates all UN development activities to ensure the most effective use of UN and international aid resources

3 UNDP and GEF  Most of UNDP’s programmes in the area of Renewable Energy are financed by the GEF  UNDP is one of the 3 Implementing Agencies of the Global Environment Facility (GEF)  Through UNDP project proponents can access GEF funds  UNDP has created regional technical teams that manage GEF funded programmes. For Africa regional UNDP-GEF offices are in Dakar and Pretoria. The Beirut office covers some Northern African countries.

4 UNDP/GEF Portfolio Combines $1.5 Billion GEF grants with over $2Billion in Co-financing to total over $3.5 Billion 5,200 projects in 140 countries (1,000 GEF & 4,200 SGP) Total of $1,538.57 million

5 UNDP and Wind  Worldwide UNDP’s wind energy portfolio comprises 13 projects at different stages of planning/ implementation  In Africa UNDP currently supports 4 wind energy projects (Eritrea, Morocco, Tunisia, South Africa) at different stages of planning/ implementation. 1 project (Mauritania) has been completed.

6 UNDP’s approach to Wind Energy  UNDP is a co-financier of wind projects  UNDP uses GEF grant money to leverage funds from government, private sector, financial institutions  In line with GEF’s approach UNDP projects aim at removing market barriers so that wind could become a commercially viable alternative  UNDP supported wind projects focus on technical assistance including capacity building, policy and regulatory issues, awareness creation, pre-feasibility and feasibility studies and financing mechanisms

7 UNDP Wind Energy Portfolio (900m Total 90m GEF)  Ukraine: awaiting approval for planning phase, 48m, 3m GEF, expansion from 45MW to 187MW  Baltic: planning phase completed, no proposal emerged  Kazakhstan: start up phase, 7m, 2.5m GEF, 5 MW  Mexico: under implementation, 90m, 12m GEF, 2000MW  Panama: planning phase completed, not approved by GEF  China: under implementation, 100m, 12m GEF  Pakistan: planning phase completed, awaiting approval, 4m, 3m GEF, 80MW  Iran: final planning stage, 55m, 6 m GEF,  North Korea: start up phase, 1.4m, 0.7m GEF

8 Projects in Africa (600m Total, 50m GEF)  Morocco: start of the planning phase 417m, 25m GEF, 400-500MW  Tunisia: start up phase, 106m, 10m GEF, 100MW  Eritrea: start up phase, 5m, 2m GEF, 750kW grid- connected wind park, 8 off-grid wind/ wind-diesel hybrid, wind water pumps  South Africa: planning phase completed, awaiting approval, 71m, 7m GEF, 50MW  Mauritania: 1. implementation completed, 2m GEF 2. planning phase, 8m, 4m GEF

9 South Africa Wind Energy Programme (SAWEP) 70m; 7m GEF; 2 phases, 50MW Planning phase completed, approval expected in November 2004 Assisting government to achieve RE targets Partnerships with Danida, CEF, DBSA, DME, Private Developer Introduction of voluntary green premium scheme in Cape Town
