SETSO Task Force Network Access and Congestion Management for the south-eastern European region SETSO Task Force Network Access and Congestion Management for the south-eastern European region 3 rd Athens Forum, October th 2003, Sofia

1.Introduction and objectives 2.Technical already done work: NTCs and DACF 3.Congestion Management and Network Access 4.New infrastructure and requirements for effective CM Contents

Introduction In Position Paper SETSO will: describe its position concerning Congestion Management and Network Access in the SEE Region, describe its position concerning Congestion Management and Network Access in the SEE Region, point out the work that already has been done point out the work that already has been done give an overview about the principles which should be applied and the work which should be done till the IEM will be evoked in general give an overview about the principles which should be applied and the work which should be done till the IEM will be evoked in general describe the next concrete steps to a functioning, effective and transparent Congestion Management and Network Access describe the next concrete steps to a functioning, effective and transparent Congestion Management and Network Access

Among others, SETSO TF task is to define&implement: Transmission Capacity Assessment procedures Transmission Capacity Assessment procedures Network Access Network Access Congestion Management procedures Congestion Management procedures Data Exchange among the involved TSOs. Data Exchange among the involved TSOs. For practical facilitation: SETSO TF & SUDEL NACMPF SG Objectives

SEE region – introduction AL TR Synchronous zones (3): 1 st UCTE s.zone 2 nd UCTE s.zone Turkey

SEE region – introduction AL T UCTE membership: AL TR UCTE members Turkey: Candidate Albania: Non member

1.Introduction and objectives 2.Technical already done work: NTCs and DACF 3.Congestion Management and Network Access 4.New infrastructure and requirements for effective CM Contents

Already done (1): NTCs Following ETSO procedures: Seasonal NTC calculation and publication on the ETSO WS: Winter 2004: Summer 2003: Some TSOs: Monthly, weekly, daily and hourly. They use NTCs in capacity allocation (pro rata, auctions...) The effort: Other TSOs (MoU) To issue proper market rules and legislation for the usage of their transfer capabilities, in a shape that will correspond to the requirements of chosen Congestion Management procedure to be applied in region. All Further harmonization of the transfer capacity assessment procedure in region

Indicative NTC values in SEE region Winter 2004 Non binding values Calculated considering two UCTE zones as separated

Already done (2): DACF procedures Network Model Data Exchange (Day Ahead Congestion Forecast – DACF) All SETSO countries joined the DACF procedure Present level: FINAL TARGET Exchange of the models every day for each 24 hours of the following day

1.Introduction and objectives 2.Technical already done work: NTCs and DACF 3.Congestion Management and Network Access 4.New infrastructure and requirements for effective CM Contents

To propose explore implement: principles of Congestion Management that will reveal the most suitable for implementation within the SEE region, i.e: which will follow the ETSO standards, and which will follow the ETSO standards, and respect the specifics of the SEE region respect the specifics of the SEE region High priority SETSO TF task

Congestion Management Set of measures for relieving the congestions (in planning and operational phase) within the interconnected network, in conditions of liberalized electricity market. Main criteria for CM (ETSO): Main criteria for CM (ETSO): Fair and non-discriminatory Fair and non-discriminatory Economically efficient and market based Economically efficient and market based Transparent and non-ambiguous Transparent and non-ambiguous Feasible Feasible Compatible with different types of trade and contracts Compatible with different types of trade and contracts

Congestion Management and next steps 1.Detection of the congestions in the region 2.Study of the most suitable solutions for Congestion Management 3.Two main concepts: bilateral capacity allocation mechanisms coordinated capacity allocation mechanisms 4.Organizational and legal tasks related to CM 5.Virtual implementation of CM procedures

Network access Main goal: Following ETSO rules of network access Implementation of ETSO Identification and Scheduling systems (EIS and ESS) Next Steps: Workshop on ESS and EIS for SEE TSOs Development of a timetable for the implementation

1.Introduction and objectives 2.Technical already done work: NTCs and DACF 3.Congestion Management and Network Access 4.New infrastructure and requirements for effective CM Contents

Launching of the joint congestion management Many new technical and infrastructure requirements Communication among TSOs: reliable and confidential Electronic highway Availability of data (network, available capacities...) ETSO gateway ETSO Scheduling System (ESS) New Information Technology infrastructure for handling the network access New infrastructure-requirements

Overview:

CONCLUSION A lot of work has already been done (e.g. data exchange, DACF, NTCs procedures) further work is still to be done (e.g. Congestion Management, Network Access, Data Highway) We are optimistic about finding proper solutions and we invite the Regulators and other authorities to support our work
