Urban Regeneration in Westpomeranian ROP

Integrated Plans for Sustainable Urban Development = Local Revitalization Plans Urban Regeneration in Westpomeranian ROP

Grants & JESSICA Initiative in ROP WR The support both by grants and JESSICA Initiative will concern groups (packages) of projects (so called sub-projects) realizing aims and tasks of LRPs of a given community, town or city. Projects implemented with JESSICA support should generate income (IRR>0).

Sequence of actions which aims are to alleviate an area from its crisis condition. It should consist of infrastructural and non- infrastructural projects which are managed by the communities and other partners of urban regeneration processes, funded by their own contributions as well as other available resources, including ROP WR. How to define Integrated Projects? Local Revitalisation Programmes Integrated Projects Sub-projects

Now It looks like this.... The Idea of Green Yards – potential grant project

Or like this..... Urban jungle and parking space

Typical yard... Cars and concrete intsead of grass and flowers

But sometimes youll find.... The places like this one

TRANSFORMATION from concrete into.... Green Yards

This is how it can look... Green Path – one of the potential sub-projects

Lot of potential small infrustructure and non- infrastructure projects for...children, youth and whole community – the idea of open doors

Another potential JESSICA - sub-project.... Apartments, offices, jobs in green surroundings

JESSICA & grants in Westpomerania - State of play 200920102011 NovDecJanFebMarAprMayJunJulAugSepOctNovDecJanFeb LRP guidelines accepted JESSICA - Call for Expresion of Interest Selction of UDF(s) Deadline for LRPs Call for Proposals of Sub-Procects (JESSICA) Call for Proposals of Sub-Procects (Grants) Assesment of Sub-Projects (JESSICA & grants) Sub-projects - operational phase (JESSICA & grants)

Our main achievements so far… Change in the way LRP is perceived by local decision- makers – it isnt only a bureaucratic requirement of MA. Change from popular in previous programming period apply-for-one-project way of thinking into create-a- package-of-projects approach. Long list of potential UDFs List of potential JESSICA projects even longer…

Main challenges to tackle Potential UDFs expect us (MA) to be flexible. The question is how flexible can we be? Do we (MA) have realistic expectations concerning UDF? Active role of MA in JESSICA - project identification (market building). Cities need time to understand what are the profits of repayable resources – first reaction always negative. We wont make any move forward with big urban regeneration JESSICA/grants projects without solving state aid issues..
