3 Initial Identification The recommended procedure to identify LEP/ELL students for language instruction educational programs is as follows:  Complete Home Language Survey  Review Student’s Academic History  Conduct Screener Evaluation

4 WIDA-ACCESS Placement Test™ PURPOSE: The W-APT™ is Wisconsin’s initial English language “screener”. ADMINISTRATION GUIDELINES The W-APT™ is aligned with the ELP standards and ACCESS for ELLs ® assessment The screener is part of the student enrollment process Available as downloadable PDF files from the WIDA website at no cost

5 Optional Screener  WIDA MODEL™  For purchase  Kindergarten and Grades 1-2 and 3-5 Aligned to the WIDA Standards and linked to the ACCESS for ELLs® assessment Result is a composite score of 1-6 This screener is optional for districts

7 ACCESS for ELLs® Information Important Dates Window for Ordering Test books: October 1-22  To place your booklet order : 1. Online at: http://www.metritech.com.http://www.metritech.com 2. Click on CLIENT AREA. 3. Select WIDA ACCESS for ELLs® from the list displayed. 4. Enter your District's User Name and Password. 5. For questions call MetriTech at (800) 747-4868 and ask for WIDA Technical Support.

10 Test Security It is critical to maintain test security prior to and during testing: Remind personnel involved with the testing to keep all test materials secure and confidential Test administrators are responsible to ensure that no materials are duplicated Make sure that no specific test information is shared with students prior to or after testing

15 Testing Accommodations List of allowable ACCESS testing accommodations on the WIDA website: http://www.wida.us/assessment/ACCESS/acco mmodations.aspx http://www.wida.us/assessment/ACCESS/acco mmodations.aspx These guidelines are for ELL students with disabilities (use only accommodations in student’s IEP). When accommodations are used, mark on back cover of the ACCESS test book.

21 ACCESS for ELLs® Cost ■The DPI will again pay the cost of ACCESS for ELLs® test materials and scoring for districts. ■The costs to administer the annual ACCESS for ELLs® and any ELP screeners must be paid for using local district funds.

23 WKCE Assessment of ELLs ■All English language learners will be participating in the WKCE  Exception: ELLs who have an IEP that states that their instruction should be based on the Extended Grade Band Standards – These students take the WAA-SwD ■The Decision Flowchart outlining participation and AYP information for ELP Levels 1 and 2 is available on the following site: http://dpi.wi.gov/oea/doc/ell1-2wsas.doc http://dpi.wi.gov/oea/doc/ell1-2wsas.doc

26 Translation for WKCE This accommodation will include a range of options: 1. Student uses Spanish script as a side- by-side translation accommodation 2. Bilingual teacher reads Spanish script to small group of students 3. Student uses bilingual word list in Spanish and Hmong as needed

27 Translation for WKCE DPI is providing written translated scripts of the WKCE in Spanish for Mathematics, Science, and Social Studies. The directions for Reading, Language Arts and Writing will be available in Spanish. The content-specific word lists, the directions read by the test administrators and the released practice items will be available in both Spanish and Hmong.

28 Testing Accommodations ■Districts who serve students who speak languages other than Spanish or Hmong may use qualified translators or interpreters to provide translation support to students. ■The updated guidelines are available at http://dpi.wi.gov/oea/pdf/translator_guidelines.pdf

29 Distribution of Accommodation Translated materials will be sent to your district assessment coordinator (DAC) via a secure link through the DPI File Transfer Server. DACs will be notified by email when the files are available to download. Districts will be responsible for duplicating and distributing necessary materials to each school. –For example, DACs may choose to burn CDs, produce hard copies, etc in order to distribute materials to schools. Test Security protocol should be observed by all who work with the materials.

31 Testing Accommodations All assessment accommodations for students with disabilities, students on 504 plans, and English language learners (ELLs) should be documented and consistent with day-to-day instruction. When accommodations are used, mark on back cover of the WKCE test book or the WAA-SwD student Answer Document for each content area tested.
