2 Scope of the Civil Service – current situtation The Civil Service Corps includes only those positions upon which the Prime Minister holds the authority i.e. central administration and voidodships Political positions – excluded Positions within other constitutional authorities (Parliament, President, Supreme Chamber of Control, etc.) – excluded Positions within local government administration - excluded

12 SWOT Strengths focus on self development, inflow of young and well-educated staff, need for ethos and positive image, focus on values, striving for modernity,

13 SWOT Weaknesses communication, rigid procedures, hierarchical model, lack of clear goals, lack of identification with the group ineffective system of job evaluation, reluctance to taking risk

14 SWOT Opportunities EU membership– funds for development, development strategies for public service, Polish presidency in Council of Europe in 2011, e-government programs

15 SWOT Threats underestimation of change management, resistance of administration, ineffective absorption of EU funds and other funds, inappropriate efficiency indicators
