3 The current four year term of office for the Human Sciences Research Council (HSRC) Board expires in 31 October 2013. The new Board should be appointed for four years from 1 November 2013 to 31 October 2017. The Minister initiated the process of reconstituting the Board as outlined by the HSRC Act. 4 The composition of the Board is outlined by Section 5(2) of the Human Sciences Research Council Act as follows:  the Board shall consists of a Chairperson;  members not less than six and not more than nine; and  the Chief Executive Officer of the HSRC, as an ex officio member. A full Board should consist of 10 members and the Chief Executive Officer. COMPOSITION OF THE BOARD 4

5 Section 5(3) of the Act outlines the process for the reconstituting the Board as follows:  the Minister must publish a notice in the Government Gazette and two national newspaper;  appoint a panel of experts to compile a shortlist of not more than 20 candidates;  A shortlist must be compiled after a transparent and competitive process;  National Assembly to approve the shortlisted candidates;  Minister appoints from the approved shortlist. 6 Section 5(4) of the Act stipulates that  Board members must be: -appointed in terms of their knowledge, special qualifications and experience in human sciences or or skills in relation to some aspect of the functions of the Council; -citizens or have the right of permanent residence in SA;  At least one of the members appointed to the Board must have financial expertise;  Another one member must be a distinguished representative of the social science research community in the rest of Africa. 7 Section 5(10) of the Act stipulates that  Members of the Board hold office for a period not exceeding four years and may be reappointed on expiry of their terms;  No member may serve for more than two consecutive terms; and  If all members' terms expire at the same time the Minister may extend the terms of two members for one more term to ensure continuity. 8 The Minister; informed the HSRC Board that their term expires in October 2013 and requested the members to indicate their availability for reappointment; published an advert in the national newspapers (Sunday Times, City Press, Mail and Guardian and Rapport) and Government Gazette; appointed a panel of experts to compile a shortlist of candidates. 10 The DST received 49 public nominations and 8 members from the current HSRC Board available for reappointment and their names are highlighted in red on the next 3 slides; A shortlist of 20 candidates was compiled from the received nominations; The following criteria were used:  Expertise  Race;  Gender;  Disability; and  Re-appointment for continuity. 14 The appointment process of the new Board is in line with the prescripts of the Act; and It is therefore recommended that the Portfolio Committee on Science and Technology considers and approve the shortlist of candidates presented in line with section 5 of the HSRC Act. CONCLUSION 14
