8 Immigrant WELCOME! Welcome to the Immigrant CFDC Consolidated Federal Data Collection Site for the 2010-2011 school year! Review and edit records carefully in accordance with the User Guide. Once you have verified student records, click the Approve button. You can continue to make changes and click the Approve button again until the headcount closes at 6:01 pm on March 2, 2011. Overview The Immigrant Headcount window is open February 2, 2011 – March 2, 2011. Students previously identified as immigrant within your LEA/Charter School have been loaded into the Immigrant CFDC using student records from the LEP and Immigrant CFDC sites. The February 1 Immigrant Headcount of eligible immigrant students is combined with the October 1 LEP Headcount to determine distribution of Title III funds and LEA eligibility for Title III PRC 111 significant increase funds in 2010-2011.

9 Immigrant Clarified Interpretation of Years in U.S. Schools The following clarification applies ONLY to eligible Immigrant students who have withdrawn from school in the United States, moved outside of the United States during the school year, then returned and enrolled in a school in the United States. “Three full academic years” are determined according to the actual number of days an eligible Immigrant student has been enrolled in school in the United States. In North Carolina one academic year is defined as 180 school days. To view the Federal clarification (dated January 13, 2011) of the definition of immigrant children and youth click here.here In order to apply this definition to an Immigrant student included in the Immigrant CFDC the LEA must describe the process by which “three academic years” is documented and archived for any student record in which the Years in US Schools is changed. See User Guide for more details. Submit a copy of the Revision of Feb 1, 2011 Immigrant form (found here) signed by the LEA Superintendent or designee.here

10 Immigrant Use of Funding The needs of all identified/reported immigrant students generating Title III funds must be considered when prioritizing use of these funds. LEAs have the discretion to use funds allocated under the immigrant program to implement the allowable activities in section 3115(e) for the immigrant students deemed most in need of services. 25 February 1 Headcount Annual Federal Reporting Consolidated State Performance Report Title III Funding Allotments PRC 104 PRC 111 ($ignificant Increase)

26 Title III PRC 104 Funds are allocated on the basis of annual headcount of the LEA's/charter school's LEP students, including immigrant students and youth. Total number of LEP + Immigrant LEP determines allotment.

27 Title III PRC 111 (Significant Increase) Eligibility determined each year. significant increase in the percentage of immigrant students enrolled in the current year as compared to the average of the two preceding fiscal years. Recipients must be able to show how this money with other funding will provide enhanced instructional opportunities for immigrant children and youth.
