How Megaports Screens ContainersSlide 1 How Megaports Screens Containers Asia Regional Technical Workshop on Megaports Initiative Bangkok, Thailand May 12-15, 2009 Dr. Charles Massey Pacific Northwest National Laboratory

How Megaports Screens ContainersSlide 2 Presentation Outline Explain Megaports Objective Discuss container movement in ports Describe processes and technologies to screen containers Thoughts for potential partner countries on what to expect

How Megaports Screens ContainersSlide 3 Megaports Objectives Screen all containers (import, export, and transshipment) regardless of destination to prevent the illicit trafficking of special nuclear and other radioactive materials Provide the screening capability with minimal impact on the flow of containers through the Port –Install system to screen containers by overlay of current flow of traffic –Always consider where secondary inspection occurs –Avoid pulling containers from stack for secondary inspection –Never screen containers while moving stack to ship

How Megaports Screens ContainersSlide 4 Container Movement in Ports Containers come into ports four ways –Truck –Train –Ship –Barge Each mode presents challenges that the Megaports program/partners have overcome through technology adaptation and operational process changes

How Megaports Screens ContainersSlide 5 Container Movement in Ports (cont) Truck –Import –Export Challenges –Where to screen the truck/container? –How to notify driver of alarm? –Where to go for secondary inspection?

How Megaports Screens ContainersSlide 6 Container Movement in Ports (cont) Rail –Import –Export Challenges –Where to install if multiple tracks? –Identifying container and contents –Where to do secondary inspection and how to get container there?

How Megaports Screens ContainersSlide 7 Container Movement in Ports (cont) Ship –Transshipment Challenges –No gate if container stays in terminal –Screen on way to stack (not do stack to ship) –How to get to secondary inspection and where is it –How to get container commodity information –Authority to examine and detain

How Megaports Screens ContainersSlide 8 Container Movement in Ports (cont) Barge –Transshipment Challenges –Oftentimes no gate –Where to screen (quay or stack lane)? –Where to do secondary and how to get there?

How Megaports Screens ContainersSlide 9 Container Movement vs. Screening Location ExportImportTransship ment TruckGateGate, Pre- Gate, or Stack TrainTrack or off-load On-load or Track BargeQuay or stack ShipQuay or Stack

How Megaports Screens ContainersSlide 10 Truck Container Movement Solution Export –RPM and Cameras at gates (EASIEST) –Driver notification Flashing light Booth attendant Ticket machine (Laem Chabang) Import –Install pre-gate arrival or have problem with detaining for secondary –Driver notification Automatic per port system Ticket machine Laem Chabang Gate notification by official

How Megaports Screens ContainersSlide 11 Rail Container Movement Solution Import and Export –Screen on rail track Example – Laem Chabang, Antwerp –Screen using straddler concept Example - Freeport

How Megaports Screens ContainersSlide 12 Ship Container Movement Solution Transshipment –Lanes in stacks for intra-terminal Example – Kaohsiung Notify driver via terminal notification system –Dedicated lanes for inter-terminal Example – Laem Chabang –Single container row in stack (1 to 3 over 1) Example – Freeport Note: Megaports conducting studies on spreader bar technologies – results mixed so currently not an option offered.

How Megaports Screens ContainersSlide 13 Barge Container Movement Solution Transshipment Solutions –Screen on quay –Screen in stack

How Megaports Screens ContainersSlide 14 Thoughts for Potential Partner Countries What can partner countries (ports) expect from Megaports during the design and installation process? Megaports Team will hold several meetings with partner response agency, port authority and terminal operators to ensure process flow understanding, operational and manning considerations. Lessons learned help in consideration of partnering and in implementation System design will be developed to minimize impact on operations and flow of commerce, minimize manpower impact, and support deterrent and detection objectives
