2. Track 6: Technology, Finance and Capacity Building, Infrastructure and Built Environment. Summary of discussion points (general outcomes): First - Developed countries should honor 2010 Copenhagen agreement to mobilize US $100 billion in adaptation funding. New and additional adaptation funds for LDCs and SIDS should be 100% grants to avoid resource diversion. Second – The human resources is one of the most significant aspects in the development of the region. Third – Built infrastructure assets in the Pacific islands costs billions of dollars. Approximately US$ 650 million per year needed just to maintain current assets (3% GDP). But public investment critical. Fourth – There is a need to build capacity in both science and social sciences to effectively deal with climate change in the region. This will require funding from our development partners. A holistic approach is needed to address capacity building the Pacific Islands.

US$ 650 million per year needed just to maintain current assets (3% GDP). Millions of people still without access to mobile phones, electricity grid, transport network. Private sector (over US$ 1 billion already invested in telecoms, scope for US$2 billion in renewable energy). But public investment is critical. Second – Capacity building should be further strengthened in the region. Funding is essential to further strengthen capacity building in the region. Third – Proper building codes should be developed for the region as part of adaptation to climate change. SUVA DECLARATION POINT1: Developed countries should honor 2010 Copenhagen agreement to mobilize US $100 billion in adaptation funding. New and additional adaptation funds for LDCs and SIDS should be 100% grants. Point 2: Strengthened capacity to address the multi dimensional and multi sectoral needs to support both climate resilience and national sustainable development plans. Development of Pacific based research and technology capacity is an essential foundation for innovation, and central to foundation of PIDF focused on partnership s to create innovative solutions, including applications of negative emissions to technologies. Strengthened capacity to apply technological capacity to support private sector engagement, climate resilience research, education and tools. Buildings codes for infrastructure aimed at climate proofing should be developed.
