3. LIFELONG LEARNING AND LEISURE SCRUTINY COMMITTEE – TERMS OF REFERENCE TO HAVE OVERSIGHT AND SCRUTINY OF All the function of the council as an education authority under the relevant acts. Functions insofar as they relate to the provision of opportunities for education, training and learning outside the school environment including pre-school, adult and community learning. Functions in relation to leisure, arts, sports and recreational activities to enhance the quality of life for local people. The provision and management of museums, art galleries, theatres, archives and local history, libraries, leisure centres, swimming pools, parks and open space, allotments and other such facilities. The development of the Councils Annual Library Plan, Education Development Plan and Early Years Development Plan. To consider performance against plans, review policy,Best Value Reviews and monitor action plans in respect of the matters within its function.

GENERAL: -Performance indicators. - Links with neighbouring authority. -Service Plans. -Ofsted reports.

7. Office of the Deputy Prime Minister. Good Practice Environment that should exist. Need an emphasis on Policy Development. Need good membership and leadership engagement. Need a responsive executive. Need non-partisan working. Need to continue to develop direct officer support. Need a supportive senior officer culture. Need for high levels of awareness.

9. ISSUES TO DISCUSS FOR DEVELOPMENT How the committee carries out its business in a focussed manner. Further member and officer training. Research and comparative work. Engaging with the community and partners. Promoting our work. Relationships with others I.e. Cabinet/Directors Team/Officers/Partners and External Agencies. Work Planning. Improved focus for the committees work. Need to consider specific issues to look at ‘in depth’. Need to identify issues of community concern both locally and citywide. Continue to develop and build good practice and share good practice with other scrutiny committees both within and outside the City Council.
