2 2 o Existing Business Practice Generating units that have governor function WR1. Each Generator Owner shall set the governor droop for each generating unit to greater than or equal to 3 percent but less than or equal to 5 percent. WM1. Each Generator Owner shall have and provide evidence that demonstrates the governor droop setting for each generating unit is within the required range contained in WR1. Dated setting sheets, generator test reports, generator logs, pictures, or other documentation is acceptable as evidence. WECC-0098

3 3 o Goals of the drafting team Develop a performance based standard Non Discriminatory Comparability Measureable Not create a fill in the blank standard Not to Develop a standard for a generator with a widget on it – develop a standard for a generating device WECC-0098

4 4 o Definition of the Widget – Governor an attachment to a machine for automatic control or limitation. o Definition of a Widget – Control Systems that sense speed and adjust the energy source to maintain the desired speed o Definition of Performance – Responded to frequency to provide the desired result WECC-0098

5 5 o Performance of a Governor – Increase fuel, for example high pressure steam – result increase steam. Desired result – increase generator speed thus more MWh. What happens if speed control is locked? Increase steam with no increase speed, thus no MWh. o Therefore, drafting team focused on the desired performance – Interconnection reliability WECC-0098

6 6 o.. Address the types and sizes of generators required to have governors Response: All generating devices to be measured by performance o.. Determine the types and sizes of generators to which the document would apply, Response: All generating devices WECC-0098

7 7 o.. The service window during which the governor will be required to be engaged Response: Performance at all times o address fast acting governor… Response: Provide Performance requirement and allow the generating devices the flexibility to perform to meet the requirement. WECC-0098

8 8 o … an exchange of governor-related data and how that data would be used. Response: Exchange of data is provided for within the draft standard requirement. o … verification… Response: Verification is provided for within the draft standard requirement. WECC-0098

9 9 o Create a new process Response: This is not creating any new process, it is adding a performance measurement and thus not a fill in the blank standard. WECC-0098

10 10 o Draft Standard Performance Based Non-discriminatory Comparable Measurable Not a fill in the blank standard o As drafted provides for generating devices to respond to frequency changes equitably with enhanced Interconnection reliability WECC-0098
