3 INVESTMENT POLICY STATEMENT PURPOSE Responsible stewardship of invested reserve funds is among the most important responsibilities of the Board. The purpose of this Investment Policy Statement (IPS) is to assist the Board of Directors of the Craft Emergency Relief Fund+, Inc. in effectively overseeing, monitoring, and evaluating the investment of the reserve funds.

4 CERF+’s Investment Accounts Managed by Investment Manager Unrestricted Reserve Fund – “Growth with Moderate Income” – 1/3 Bonds and 2/3 Stocks Donor Temporarily Restricted Reserve Fund – “Income with Moderate Growth” – 2/3 Bonds and 1/3 Stocks Working Capital Reserve Fund – Cash and Cash Equivalents

5 Fiscal Responsibility Annual External Financial Audit Executive Limitation Policies for Finance Clear Fiscal Policies with Strong Internal Controls Weekly Cash Flow review Monthly financial reports review and reporting internally Quarterly Finance Committee (FC) meetings and reporting Annual FC meeting with Investment Manager Board Meeting variance reports Staff meets regularly with Investment Managers Beneficiary Grants and Loan Management Incorporated in NY file in MA, OH and VT Annual Insurance coverage review as part of Asset Protection Line of Credit added in 2012: $100,000 on demand renewed annually

16 CERF+ CRAFT EMERGENCY RELIEF FUND AND ARTISTS’ EMERGENCY RESOURCES JOB DESCRIPTION JOB TITLE: BOOKKEEPER/OFFICE MANAGER FUNCTION: Ensures the efficient operation of the CERF+ office, provides a range of bookkeeping and administrative support to the organization. Duties and Responsibilities: Bookkeeping Assists Director of Administration in performing multiple duties related to accounting functions of CERF+. Record and process accounts payable and cash disbursements as approved by management. Prepare, record, and process accounts and loans receivable and cash receipts. Perform monthly bank and investment account reconciliations. Prepare and process payroll taxes and reports, and end of year payroll processing, including W-2 forms.
