2 2 Where Im coming from … Views informed by work with Internet Watch Foundation & Ofcom Consumer Panel but not official position Work with Ofcom definition of media literacy: access, understand and create (esp. access) Do not see media literacy as panacea but important part of broad regulatory strategy

3 3 Why all the interest? Much more choice of carriage and content Much more functionality and complexity Convergence of digital platforms Less editorial control of content Less formal regulation of content Global dimension, especially of Internet More multicultural and diverse citizenry Different digital divides inc. age & isolation Section 11 of Communications Act 2003

4 4 What do citizens and consumers want? Accurate and intelligible information on pricing and performance Guidance on how to buy or subscribe and to connect or access Guidance on how to use, including search, selection, and interaction Guidance on protection against unwanted material and programs Help when things go wrong with equipment or programs/programmes All this from sources that are reputable, no/low cost, and preferably 24/7

(1): information & technology solutions Better guides to economic information One stop shop for content problems Ofcom study of multi-media platforms Labelling – visual & machine-readable Rating – different guides or brands Filtering - by company & by individual More international co-operation

6 6 What should we do? (2): organisational & personal solutions Workshops e.g. Ofcom/Help the Aged Buddying e.g. CSV Media Programmes e.g BBC Features e.g. Mirror More industry dialogue with citizens & consumers More industry involvement in education & awareness
