1 OIE update on zoning & compartmentalisation SPS Committee 17 October 2007 Dr Sarah Kahn Head, International Trade Department

2 OIE definitions in Ch Zone/Region a clearly defined part of a country containing an animal subpopulation with a distinct health status … Compartment one or more establishments (premises in which animals are kept) under a common biosecurity management system containing an animal subpopulation with a distinct health status …

3 History of Chapter Chapter on Zoning and Regionalisation in Section on Import Risk Analysis concepts of zone and compartment need for concrete steps to apply concepts Revisions adopted in 2005 & 2007

4 Rationale Given the difficulty of establishing and maintaining a disease free status for an entire country, especially for diseases the entry of which is difficult to control through measures at national boundaries, there may be benefits …to establishing and maintaining a subpopulation with a distinct health status within its territory.

5 Objectives zoning and compartmentalisation are procedures implemented by a country to define subpopulations of distinct animal health status within its territory for the purpose of disease control and/or international trade

6 In practice… A zone is defined primarily on a geographical basis (using natural, artificial or legal boundaries) A compartment is defined primarily by management and husbandry practices relating to biosecurity Responsibility for both approaches is with the Veterinary Authority of the country concerned

7 INFECTED ZONE BUFFER ZONE railway major road river zones BUFFER ZONE FREE ZONE

8 BREEDING FLOCK FEED SUPPLY GROWING FLOCK SLAUGHTER HOUSE GROWING FLOCK Equipment Birds Equipment Birds Equipment Feed Equipment Compartment Equipment Birds Feed Equipment Birds

9 Chapter Clarifies the uses and benefits Suggests the sequence of steps to be taken in defining a zone/compartment accurate animal health information Negotiation between Veterinary Authorities of exporting country and importing country

10 Disease chapters The Code makes recommendations for zones/compartments for some diseases the recommendations depend on epidemiology of the disease environmental factors appropriate and applicable biosecurity measures Surveillance = essential

11 NEW OIE Checklist Checklist on the Practical Application of Compartmentalisation for Avian Influenza and Newcastle Disease distributed at the General Session in May To assist members wishing to implement compartments

12 Ongoing work General guidelines on compartmentalisation A draft text was circulated for Member comment Possibility of adoption in May OIE texts will be available: Chapter on zoning/compartmentalisation General guidelines on compartmentalisation Checklist on the use of compartmentalisation for AI & ND (not an OIE standard)
