Fully opening and closing dampers is like on and off a tap to adjust the flow of water while taking a shower… Heating & Cooling is a slow process. After the temperature in a zone is in error, zoning systems use a larger input - fully opening or closing dampers to try overcome thermal inertia in a short time

7 Confidential - 6 Every HVAC contractor balances the airflow in the building as part of the commissioning process. However, the balancing is for a static set of conditions. As the weather, occupancy and other loads change the balancing is no longer accurate
