4 UN Cluster approach response
Based on UN Humanitarian Response Review (HRR) paper, nine clusters were established within 24 hrs: Food and Nutrition, Water and Sanitation, Health including Reproductive Health, Emergency Shelter, Early Recovery and Reconstruction, Logistics, IT Telecommunications, Camp Management and Protection

5 UN RH Response to Earthquake
The RH response was initiated along the MISP framework Establishment of Inter Agency Standing Committee (IASC) Earthquake Task Force Appointment of RH focal person from each agency Development of RH/MNCH Plan of Action Rapid assessment

6 RH/MNCH Plan of Action RH/MNCH plan of action developed addressing following priority needs: Revitalization of basic EmONC and RH services at First Level Care Facilities (FLCF), Provision of comprehensive EmONC and RH services at referral level (THQ/ DHQ), Provision of Essential equipment and drugs, Capacity building and improving skills of health care providers, Coordination, monitoring and evaluation of services.

8 Major challenges Cluster response was at infancy stage globally (ToRs developed later) Inadequate coordination between the UN, sate structure, NGOs, local district and civic structures Little back-up support for cluster leads Availability of trained staff and high turnover Connectivity Monitoring of cluster performance Exit strategy

9 Future Recommendations
Roles and responsibility should be well defined Debriefing of donors Strengthening the capacity of national authorities and civil society Involvement of local bodies and civil society
