3 3 The Top Ten Misconceptions about the 2010 LUCA Program!! 10. “If the Census Bureau address list for my jurisdiction shows only non- city style addresses, all I can do is challenge block counts.” It’s the type of addresses on the ground that matters Providing missing city style addresses is the best way to improve address list coverage

4 4 The Top Ten Misconceptions about the 2010 LUCA Program!! 9.“Because it sounds relatively easy, the block challenge option for LUCA is the one for me!” Block challenges serve only to preserve appeal access for option 1 participants Appeal process requires individual addresses (regardless of type) with structure locations

5 5 The Top Ten Misconceptions about the 2010 LUCA Program!! 8.“Options 2 and 3 are easy! All I have to do is send my address list(s) to the Census Bureau.” Addresses from multiple lists have to be unduplicated Addresses have to be geocoded to census tract/block

6 6 The Top Ten Misconceptions about the 2010 LUCA Program!! 7.“I can use shapefiles from the Census Bureau even though I have no access to GIS expertise.” Shapefiles are an industry standard for spatial data, but you need a GIS and some knowledge of how to manipulate spatial data to use them Make friends with your GIS coordinator, and make sure they understand LUCA program requirements

7 7 The Top Ten Misconceptions about the 2010 LUCA Program!! 6.“I can convey street and boundary updates to the Census Bureau by sending them a shapefile from my own GIS.” For the Census Bureau to successfully process a shapefile, the participant needs to update the shapefile originally provided by the Census Bureau Otherwise, participant spatial updates would require extensive Census Bureau review and resolution

8 8 The Top Ten Misconceptions about the 2010 LUCA Program!! 5.“The Census Bureau’s MAF/TIGER Partnership Software (MTPS) ends global warming and reverses its effects!” Intended as an easy-to-use desktop tool to make participation easier for users that aren’t GIS experts Offers advantages even to GIS-savvy participants

14 14 MAF/TIGER Partnership Software Allows user to bring in and display other tabular and spatial files Many timesaving features for sorting lists and copying address fields to save keying Simplifies Census Bureau processing of LUCA submissions, and in some cases will be preferable to shapefile submission for participants
